STATUS OF PMKVY IN MAHARASHTRA
16. SHRI ARVIND GANPAT SAWANT:
Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to
state:
(a) the details of the skill development training centers presently functioning under the
Pradhan Mantri Kaushal Vikas Yojana (PMKVY) in Maharashtra and the manner in which they
compare with those in other States in terms of outreach and efficiency;
(b) the total enrolments under the PMKVY in Maharashtra during the last three years and the
current year, district-wise;
(c) the percentage of trainees who have successfully completed their courses under the
PMKVY in Maharashtra;
(d) whether the Government maintains records of employment and job opportunities secured
by PMKVY graduates in Maharashtra and, if so, the details thereof;
(e) the steps taken/being taken by the Government to bridge the gap between skill training
and gainful employment so as to ensure that trained youth obtain employment in their respective
fields;
(f) whether the Government has undertaken any comprehensive evaluation of the
effectiveness of PMKVY in Maharashtra and, if so, the details thereof; and
(g) whether any changes have been proposed on the basis of such evaluation and, if so, the
details thereof?

(a) The current version of the PMKVY i.e. PMKVY 4.0 is a demand driven scheme and training
centres under this scheme are affiliated and accredited based on the skill requirement of the
particular district. As on 30.06.2026, six skill development training centres were functional in
Maharashtra under PMKVY 4.0.
Since the inception of PMKVY 4.0, a total of 74,927 candidates have been certified against
1,20,612 trained candidates in the state of Maharashtra. The details of candidates trained and
certified in other States/UTs under the scheme are provided at Annexure-I.
(b) The district-wise enrolments under PMKVY 4.0 in Maharashtra during the last three
financial years and the current financial year, up to 30 June 2026, are given at Annexure-II.
(c) As on 30 June 2026, 78.26% candidates have been certified in Maharashtra against the
total 13,37,900 trained candidates since the inception of PMKVY.
(d) Under PMKVY, placements were tracked in the Short-Term Training (STT) component in
the first three versions of the Scheme which is PMKVY 1.0, PMKVY 2.0 and PMKVY 3.0implemented from FY 2015-16 to FY 2021-22. Under PMKVY 4.0 which is under implementation
since FY 2022-23, the placement is delinked and the focus is to empower trained candidates to
choose their varied career path and they are suitably oriented for the same through On-Job
Training (OJT) embedded industry relevant skill courses.
In the first three versions of PMKVY, total 80950 candidates have been reported placed in
Maharashtra up to 30 June 2026. The scheme-wise details are as follows:

(e) The Government is committed to improve employability linkages under PMKVY by
fostering demand-driven skilling and close collaboration with the industries, business
associations, and private sector employers. These include demand mapping through skill gap
studies, District Skill Development Plans (DSDPs), and active collaboration with Sector Skill
Councils (SSCs) to design industry-relevant training. Key efforts include organizing industry
consultations to gain deeper insights into sector-specific demands and challenges, identifying
high- demand and emerging/New Age skill areas, and involving industries as Awarding Bodies.
MSDE has launched Skill India Digital Hub (SIDH) a unified platform that integrates skilling,
education, employment, and entrepreneurship ecosystems to provide a life-long array of
services to key stakeholders. Details of the trained candidates are available on SIDH portal for
connecting with potential employers. Through SIDH, candidates can have access to jobs and
apprenticeship opportunities. Further, Rozgar Melas and Pradhan Mantri National
Apprenticeship Melas (PMNAMs) have been organized to facilitate the placements opportunities
to the certified candidates.
(f) & (g) MSDE conducts periodic independent evaluations of PMKVY to ensure quality and
accountability. An evaluation by NITI Aayog (October 2020) indicated that approximately 94
percent of surveyed employers expressed willingness to hire more candidates trained under
PMKVY. The study also noted that 52 percent of candidates placed in employment or oriented
under the Recognition of Prior Learning (RPL) component reported receiving higher salaries or
expecting improved earnings compared to uncertified peers. An independent evaluation of
PMKVY 2.0 conducted by the Indian Institute of Public Administration (IIPA) found that about
70.5 percent of surveyed candidates were placed in their desired skill sector.
More recently, an independent third-party impact evaluation of the PMKVY 4.0 has been
conducted by Arun Jaitley National Institute of Financial Management (AJNIFM), an autonomous
institution of Ministry of Finance, Government of India, across the country including the State of
Maharashtra. As per the report, PMKVY training has contributed to a measurable shift in
employment outcomes for STT candidates. The combined share of employed and self-employed
STT respondents increased from 26.6% prior to training to 45.4% after PMKVY training,
reflecting an 18.8 percentage point increase. Income-related outcomes also show positive
movement, with 41.4% of STT candidates and 48.9% of RPL candidates reporting an increase
in income following training and certification. Overall, PMKVY 4.0 has significantly expanded
access to formal skill training and certification and has generated measurable improvements in
skill confidence, employment participation, and income outcomes for a substantial proportion of
beneficiaries.ANNEXURE-I
