Parliament Question: Status of Projects under PMMSY

SMT. ANITA NAGARSINGH CHOUHAN: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state: (a) the current status of the projects approved under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) to increase fish production, fisheries infrastructure and the income of fishermen in Madhya Pradesh, particularly Lok Sabha Constituency Ratlam-Jhabua-Alirajpur in Madhya Pradesh; (b) the details of the fishermen benefitted, projects approved, fishponds, fish seed production units, cold storage and marketing facilities, along with the funds allocated and utilised under the scheme in Madhya Pradesh, district-wise including Ratlam, Jhabua and Aliraipur districts; (c) whether any special initiative has been taken by the Government to provide training, modern equipment, insurance and credit facilities to the fishermen of tribal and rural areas and to promote fish production and marketing; and (d) if so, the details thereof and the future action plan of the Government in this regard? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a ) and (b): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India has been implementing the Pradhan Mantri Matsya Sampada Yojana (PMMSY) with a total outlay of Rs. 20,750 crore, with effect from the financial year 2020-21 for holistic development of fisheries and aquaculture sector in all States/Union Territories including Madhya Pradesh. Under the PMMSY, the Department of Fisheries, Government of India has accorded approval to various fisheries developmental activities at a cost tune of Rs. 910.80 crore with central share of Rs. 305.50 crore, to the Government of Madhya Pradesh. Against this allocated amount, an amount of Rs.292.27 crore has been released to the State Government against which an expenditure of Rs. 225.47 crore has been incurred. As reported by the Government of Madhya Pradesh, funds sanctioned, fund utilized and total number of fish farmers benefitted district wise including Ratlam, Jhabua and Alirajpur districts for various projects including fish ponds, fish seed production units, cold storage, marketing facilities under the PMMSY are at Annexure.(c ) and (d): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India through National Fisheries Development Board (NFDB) supports training and capacity building on modern equipment and best Aquaculture practices in collaboration with States/UTs and Central/State academic, training & research Institutions, including Indian Council of Agricultural Research (ICAR) institutes, Universities/Colleges, Fisheries Research Stations, Krishi Vigyan Kendras (KVKs), and empaneled firms/agencies. The PMMSY inter-alia provides social security measure to fishers, fish workers through group accidental insurance coverage to both marine and inland fishers and allied fish workers wherein the entire insurance premium amount is shared between the Centre and State in the ratio of 60:40 and 90:10 for the General and Himalayan and North Eastern States respectively while in the case of the Union Territories, the entire premium amount is paid by the Centre. The insurance coverage provided under the PMMSY includes (i) Rs.5,00,000/- against death or permanent total disability, (ii) Rs.2,50,000/- for permanent partial disability and (iii) hospitalization expenses in the event of accident for a sum of Rs. 25,000/. Further, the Government of India has also extended the Kisan Credit Card (KCC) facility to fishers and fish farmers to enable them to meet their short- term working capital requirements through institutional credit at concessional rates. As reported by the Government of Madhya Pradesh, the number of fishermen and fish farmers provided insurance and credit facilities support, and training on modern Aquaculture practices in Ratlam, Jhabua and Alirajpur districts of Madhya Pradesh are as under: Fishers got Credit Average of fish Sl.
