STATUS OF PROPOSALS UNDER DAY-NULM
NO. 2209. SHRI APPALANAIDU KALISETTI:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:-
(a) the details of proposals submitted, approved and implemented under
Deendayal Antyodaya Yojana–National Urban Livelihoods Mission (DAY-
NULM) since its inception during the last ten years, year and State/UT-
wise;
(b) the details of funds allocated, sanctioned, released and utilised under
each component of DAY-NULM, year and State/UT-wise;
(c) the number of urban poor beneficiaries covered under the skill training,
self-employment, shelter for urban homeless and street vendors’ support
components of the said Mission, State/UT-wise;
(d) the current status of shelters for the urban homeless constructed or
upgraded under DAY-NULM including capacity, average occupancy levels
and key amenities provided, State/UT-wise; and
(e) the list of pending proposals along with the reasons for their pendency and
the expected timelines fixed for their approval, State/UT-wise?

MINISTRY OF HOUSING AND URBAN AFFAIRS
(SHRI TOKHAN SAHU)
(a): Ministry of Housing and Urban Affairs, MoHUA implemented “Deendayal
Antyodaya Yojana - National Urban Livelihoods Mission (DAY-NULM)” to
reduce economic, social and residential vulnerabilities of urban poor with
seven components. The Mission concluded on 30.09.2024. Under the
Mission, as on 30.09.2024, over 1 crore urban poor women brought into
Self Help Groups (SHGs) fold, over 39.43 lakh livelihoods created through
skill training & placement, access to subsidized credit to individual and
groups for setting up micro-enterprises and saving corpus-based bank
linkages to SHGs, over 6.56 lakh SHGs received bank linkage and under
the Innovative and Special Projects (I&SP) component of the Mission, a
total of four projects were approved.
(b): Under DAY-NULM, funds were released to States / UTs in a consolidated
manner for the implementation of all Mission components. The inter-se
allocation of funds under different components of the Mission is done by
the respective States/ UTs, as per their requirements. The year-wise
details of funds released to States / UTs are at Annexure-I.

(c): The State / wise details regarding number of urban poor beneficiaries
covered under the skill training, self-employment, status of shelters for
urban homeless and street vendors’ support component of the Mission are
at Annexure-II.
(d)&(e): As per seventh Schedule of the Constitution of India, Land &
Colonization are State subjects. However, MoHUA supplemented the
efforts of State Governments/UTs by administering a Scheme for Shelter
for Urban Homeless as a component of DAY-NULM with an objective to
provide all weather permanent shelters equipped with basic facilities to
the urban homeless. As per information given by States / UTs, as on
30.09.2024, a total of 1,995 shelters with capacity of 1.41 lakh beds were
made. State / UT wise list is at Annexure-II. The occupancy of residents
accommodates or availed shelter benefits vary from time to time. The
average number of occupancies is not maintained by the Ministry. The
basic common facilities/ amenities such as water, sanitation, electricity,
kitchen/ cooking space, common recreation space were provided at the
shelters for dignified human living as prescribed in SUH guidelines. The
Mission ended on 30.09.2024.
