Parliament Question: Status of Student-Teacher Ratio under Samagra Shiksha in Mainpuri

Smt. Dimple Yadav: Will the Minister of EDUCATION be pleased to state: (a) the current status of the student-teacher ratio, subject-wise teacher vacancies of the teachers and the number of schools with single-teacher in Mainpuri under Samagra Shiksha; (b) the action taken by the Central Government on proposals related to recruitment, redeployment or rationalization of teachers sent by the State Government of Uttar Pradesh since the year 2022; (c) whether the Government has taken cognizance of the shortage of teachers or any deviation from norms prescribed in this regard in Mainpuri if so, the details thereof; and (d) the details of steps taken by the Central Government to ensure the availability of teachers in accordance with prescribed norms? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) to (d): Education being a subject in the Concurrent List of the Constitution, the majority of schools in the country are under the administrative control of the respective State Governments and Union Territory Administrations. Accordingly, the recruitment, service conditions and deployment of teachers fall within the administrative domain of the concerned States/UTs. Teacher vacancies arise from time to time due to factors such as retirement, resignation, creation of new posts, rationalisation of teacher deployment and changes in enrolment. The data relating to sanctioned strength, vacant teaching posts is maintained by the respective State Governments and Union Territory Administrations. The Central Government periodically advises States/UTs to fill vacant posts through transparent and merit-based recruitment processes, including through autonomous teacher recruitment boards or similar mechanisms. The progress of recruitment is regularly reviewed through meetings and advisories, with emphasis on competitive selection, consistency and technology-based teacher requirement planning and forecasting.Further, the Central Government provides financial assistance to States/UTs under Samagra Shiksha to maintain appropriate Pupil-Teacher Ratio (PTR) at various levels of schooling in accordance with the norms prescribed under the Right of Children to Free and Compulsory Education (RTE) Act, 2009. Para 2.3 of the National Education Policy (NEP), 2020 emphasises maintaining a PTR of under 30:1 in each school and under 25:1 in areas with a high proportion of socio- economically disadvantaged students. As informed by the state of Uttar Pradesh, the pupil-teacher ratio (PTR) in government primary, upper primary and secondary level in Mainpuri district, is 14, 18 and 20.5 which is within the norms envisaged under NEP 2020. The number of Primary Schools with single teacher in the district of Mainpuri is 40, the number of Upper Primary Schools with single teacher is 15 and the number of secondary schools with single teacher is zero. *******
