STATUS OF UPGRADATION UNDER PM-SETU

Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to
state:
(a) the details of progress made in implementation of the Pradhan Mantri Skilling and
Employability through Upgraded ITIs (PM-SETU) Scheme particularly in Maharashtra and Madhya
Pradesh;
(b) the number of Industrial Training Institutes (ITIs) and National Skill Training Institutes (NSTI)
selected for upgradation under the Scheme, State/UT-wise;
(c) the present status of upgradation of the ITIs and NSTI selected under the Scheme;
(d) the details of the major infrastructure, training and institutional improvements undertaken in
the institutions selected under the Scheme particularly in Maharashtra; and
(e) whether any timelines have been prescribed for completion of upgradation of the selected
institutions and if so, the details thereof?

(a) to (c) The Pradhan Mantri Skilling and Employability Transformation through Upgraded
ITIs (PM-SETU) scheme aims to enhance the overall quality and relevance of vocational training
in the country. The Scheme has a total outlay of Rs. 60,000 crore (Central Share – Rs. 30,000
crore, State Share – Rs. 20,000 crore and Industry Share – Rs. 10,000 crore).
The scheme comprises of two components:
i. Component I – Upgradation of 1,000 Government ITIs (200 Hub ITIs and 800 Spoke ITIs)
in a Hub and Spoke model wherein upgradation includes smart classrooms, modern labs, digital
content, and new courses aligned to industry needs.
ii. Component II – Capacity Augmentation of five NSTIs located in Bhubaneswar, Chennai,
Hyderabad, Kanpur, and Ludhiana, including setting-up sector-specific National Centres of
Excellence for skilling, with focus on advanced training of trainers with global partnership, and
curriculum development.
The Pradhan Mantri Skilling and Employability Transfromation through Upgraded ITIs (PM-SETU)
Scheme is being implemented across States/UTs, including Maharashtra and Madhya Pradesh, to
upgrade the quality and relevance of Industrial Training Institutes (ITIs). The National Steering
Committee (NSC) has approved six (6) Strategic Investment Plans (SIPs) submitted by AnchorIndustry Partners (AIPs), comprising three from Telangana, one from Andhra Pradesh, one from
Odisha and one from Gujarat. The details of the approved clusters, along with the names of the
Anchor Industry Partners, are provided in Table 1 below.

For upgradation of NSTIs, Expression of Interest has been floated.
The State Government of Maharashtra has identified Three (3) clusters under the PM-SETU
Scheme, with Hub ITIs located in the districts of Nagpur, Chhatrapati Sambhaji Nagar and Pune.
The State of Maharashtra has floated a Request for Proposal (RFP) for inviting industry proposals.
At present, no proposal or Strategic Investment Plan (SIP) from the State is pending for
consideration or approval before the National Steering Committee (NSC).
Madhya Pradesh has identified twenty (20) clusters, comprising 20 Hub ITIs and 81 Spoke ITIs,
under the PM-SETU Scheme. The State of Madhya Pradesh has floated a Request for Proposal
(RFP) for inviting industry proposals. At present, no proposal or Strategic Investment Plan (SIP)
from the State is pending for consideration or approval before the National Steering Committee
(NSC).
36 States/UTs have constituted their State Steering Committee (SSC) led by Chief Secretary of
the State/UT, an apex body at the State/UT level for guiding and overseeing the implementation
of scheme. 23 States/UTs have floated their proposal for inviting the interest of industry.
(d) & (e) A total of 06 SIPs have been approved at National Level. Further, no proposal is
pending from the State of Maharashtra. The Scheme is proposed to be implemented in a phased
manner over a period of five (5) years.
