STATUS OF VARIOUS SCHEMES FOR TRIBALS
162. SHRI HARISH CHANDRA MEENA:
Will the Minister of TRIBAL AFFAIRS be pleased to state:
(a) the targets set and achieved, incomplete projects and pending grants along with the details of
progress, quality and financial expenditure from the financial year 2021-22 to 2025-26, in respect
of Eklavya Model Residential Schools (EMRS), scholarship schemes and projects approved under
the National Tribal Livelihood Mission across the country, State-wise;
(b) the status of EMRS, post-matric scholarship schemes and the disposal of claims under the
Forest Rights Act in tribal-dominated districts, including details of district-wise sanctioned
schools, scholarship to beneficiaries and pending forest rights cases in Rajasthan, district-wise;
and
(c) the details of sanctioned projects, expenditure incurred and beneficiaries under the schemes
related to housing, education, and livelihood for Scheduled Tribe families, with respect to their
allocation and implementation in Tonk-Sawai Madhopur Lok Sabha Constituency, block-wise?

(a): Government of India has decided to establish a total of 728 Eklavya Model Residential
Schools (EMRSs) across the country, comprising 288 Old EMRSs sanctioned under Article
275(1) and 440 New EMRSs approved under the EMRS Scheme.
As on 31.12.2025, land has been made available by the State Governments/UTs for 723 EMRSs.
Out of these, 499 are functional, construction has been completed at 399 locations, construction
work is in progress at 265 locations, and 59 EMRSs are at the pre-construction stage.
During the period from 2021–22 to 2025–26, State/UT Governments made land available for 135
EMRSs, made 143 EMRSs functional, and completed the construction work of 217 EMRSs. The
year-wise details of funds utilised for EMRS since FY 2021-22 is given at Annexure I.
State-wise No. of beneficiaries and Fund Released from FY 2021-22 to FY 2025-26 under the Pre-
Matric and Post-Matric Scholarship scheme for ST students is enclosed as Annexure-II.
Under National Tribal Livelihood Mission, TRIFED under PM JVM Scheme and under PM
JANMAN scheme (aimed for PVTG members) Sanctions Van Dhan Vikas Kendras (VDVKs)
consisting of Tribal beneficiaries including women members & youth. A Van Dhan Vikas Kendra
consists of upto 20 Self Help Groups (SHGs) consisting of upto15 members each thereby makinga total of upto 300 members per VDVK. These members are involved in primary as well as
secondary level processing of the collected Minor Forest Produce/ Farm/ Non-Farm Produce. After
undertaking the necessary value addition of the MFPs, the branding and packaging of the products
are completed.
The VDVK members are provided with capacity building training which further leads to
development of entrepreneurship capabilities amongst the VDVK members and generating
livelihood opportunities for them. There were no specific targets for establishment of VDVK under
PM JVM and 500 VDVKs were to be established under PM JANMAN.
The State wise & year wise progress under PM JVM VDVK & PM JANMAN VDVK intervention
from the financial year 2021-22 to FY 2025-26 is given at Annexure-III.

District Wise Fund Released and Beneficiaries under the Post-Matric Scholarship Scheme for ST
students is enclosed as Annexure-IV.
As per the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights)
Act, 2006, (in short FRA) and Rules, State Governments/UT Administrations are responsible for
implementation of various provisions of the Act, while Ministry of Tribal Affairs monitors the
implementation of the Act through Monthly Progress Report submitted by the States/UTs. FRA is
being implemented in 20 States (including Rajasthan) and 1 UT.
As per the information received from State Government of Rajasthan upto 31.12.2025, the FRA is
being implemented in 18 districts, the detailed progress is as given below:

(c): The National Education Society for Tribal Students (NESTS) allocated a recurring grant of
₹1,09,000 per student per annum till third quarter of FY 2024-25. For fourth quarter it was
increased to Rs. 1,40,000 per student per annum. It has been subsequently revised to Rs.
1,47,062/- per student per annum from FY 2025-26 under GIA–General, towards the
operational and maintenance expenses of Eklavya Model Residential Schools (EMRSs).
In the Tonk–Sawai Madhopur constituency, 02 Eklavya Model Residential Schools (EMRSs) have
been sanctioned and are already functional in their own buildings by the State Government. The
