pleased to state:
(a) the number of youth trained and employed therefrom under Pradhan Mantri
Kaushal Vikas Yojana (PMKVY) during the last five years;
(b) whether the Yojana is limited to urban areas and the rural youth are deprived of
benefits from the said Yojana and if so, the reasons therefore;
(c) whether a large percentage of youth trained under skill development schemes
are still unemployed; and
(d) if so, the details thereof and the reasons therefore?

‘STATUS OF YOUTH TRAINED/EMPLOYED UNDER THE PMKVY’
(a) to (d) Ministry of Skill Development and Entrepreneurship (MSDE) is
implementing its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY),
since 2015, for imparting skill development training through Short-Term Training
(STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL) to
youth across the country including rural areas. Under PMKVY, during the last five
financial years (2020-21 to 2024-25), 53,62,012 candidates has been
trained/oriented.
Under PMKVY, placements were tracked in the Short-Term Training (STT)
component in the first three versions of the Scheme which is PMKVY 1.0 (2015-16),
PMKVY 2.0 (2016-20) and PMKVY 3.0 (2020-22). Under the first three versions of
PMKVY, out of 56.89 lakh STT certified candidates, 24.3 lakh candidates have been
reported placed which is 43%.
Under PMKVY 4.0 (2022-26), the focus is to empower the trained candidates to
choose their varied career path and is suitably oriented. Further, to enable the
opportunities for employment, Skill India Digital Hub (SIDH) platform has been
launched as a one-stop platform that integrates skilling, education, employment, and
entrepreneurship ecosystems to provide a lifelong array of services targeting a wide
range of stakeholders. The details of the trained candidates are available on SIDH
portal for connecting with potential employers. Further, candidates can have access to
jobs and apprenticeship opportunities through the platform. Additionally, On-Job-
Training (OJT) has been made an inherent component of the PMKVY. To ensure
active interaction between employers and candidates, Rozgar Melas are organized
across the country.
Additionally, under National Apprenticeship Promotion Scheme (NAPS), that supports
seamless education-to-work transition through structured apprenticeship training,
44.91 lakh apprentices have been engaged as on 30.06.2025. Under Jan Shikshan
Sansthan (JSS) scheme which is a community-driven skilling scheme targeting women
and other vulnerable sections of the community with an aim to improve their livelihood,
as on 31.03.2025, 30.93 lakh candidates have been trained and oriented for self
employment.
Further, under PM Vishwakarma scheme, as on 30.06.2025, 23.20 lakh artisans and
craftspeople have been provided up-skilling in the eighteen (18) trades
