Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the Government has reviewed the supply of phosphatic fertilizers
(especially DAP) at the national level for Rabi season 2024-25 and the current status
of imports and buffer stocks and if so, the details thereof;
(b) the quantity of DAP and Urea allocated to Rajasthan for Rabi season 2024-25
along withthe status of stocks available in the State as of November 2025;
(c) the arrangements made for monitoring of distribution, putting a check on
hoarding to ensure timely supply of fertilizers during peak sowing season at the
State/district level; and
(d) the details of the allocation and actual distribution for the current season for
Tonk and Sawai Modhopur districts in Rajasthan?

(a) The availability of phosphatic fertilizers viz. DAP and NPKS remained adequate
in the country during the Rabi 2024-25 season. The information regarding requirement,
availability, sales and closing stock of DAP and NPKS in the country during Rabi 2024-
25 is as under:

Further, the imports of DAP and NPKS (as reported by companies) from 01.04.2025
to 31.10.2025 are 47.09 LMT and 23.12 LMT respectively while the closing stock of
DAP and NPKS in the country as on 01.12.2025 are 17.37 LMT and 35.54 LMT

(b) The information regarding requirement, availability, sales and closing stock of
Urea and DAP in the State of Rajasthan during Rabi 2024-25 season is as under:

Further, the closing stock of Urea and DAP in Rajasthan as of November 2025 (on
01.11.2025 as reported by the State) were 2.71 LMT and 0.70 LMT respectively.
(c) Following steps are taken by the Government every season for ensuring timely
and adequate availability of fertilizers in the country, including the State of Rajasthan:
(i) Before the commencement of each cropping season, Department of Agriculture
and Farmers Welfare (DA&FW), in consultation with all the State Governments,
assesses the State-wise & month-wise requirement of fertilizers.
(ii) On the basis of requirement projected by DA&FW, D/o Fertilizers allocates
adequate quantities of fertilizers to States by issuing monthly supply plan and
continuously monitors the availability.
(iii) The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web-based monitoring system called integrated Fertilizer
Monitoring System (iFMS).
(iv) The State Governments are regularly advised to coordinate with manufacturers
and importers for streamlining the supplies through timely placement of indents.
(v) Regular Weekly Video Conference is conducted jointly by DA&FW and D/o
Fertilizers with State Agriculture Officials and corrective actions are taken to dispatch
fertilizer as indicated by the State Governments.
(vi) Distribution of fertilizers within the State at district level is done by the
concerned State Government.
Further, fertilizers are declared as an essential commodity under the Essential
Commodities Act, 1955 and notified under Fertilizer Control Order, 1985. State
Governments are empowered to take action against persons involved in black-
marketing/hoarding, as per provisions of EC Act. Any complaints received at
Department of Fertilizers level regarding black-marketing/hoarding of fertilizers is
sent to concerned State Government to take appropriate action under Essential
Commodities Act, 1955 and Fertilizer Control Order, 1985. Accordingly, as per the
information received from the State government of Rajasthan, the details regarding-3-
enforcement measures taken by them against black-marketing, hoarding and other
malpractices for the period 01.04.2025 to 28.11.2025 is as under:
