Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) whether the Government has approved a roadmap or action plan for developing modern
steel silo storage facilities under the Public-Private Partnership mode across the
country, including the States of Andhra Pradesh, Odisha, Maharashtra and Bihar and if
so, the details of the approved plan thereof;
(b) the total storage capacity available under the Public-Private Partnership mode across
the country including the States of Andhra Pradesh, Odisha, Maharashtra and Bihar,
State-wise;
(c) whether the Food Corporation of India has developed storage capacity under the Public-
Private Partnership mode near rural haats at the Panchayat level and if so, the details
thereof;
(d) whether the Government has proposed to construct medium and small-sized
warehouses under the scheme to benefit small and marginal farmers and if so, the details
thereof; and
(e) the measures being taken by the Government for implementation of this initiative?

(a) & (b): As per the information provided by Department of Food and Public Distribution,
Ministry of Consumer Affairs, Food and Public Distribution, in order to upgrade and modernize
the storage facilities, Government of India has approved construction of Steel Silos for bulk
storage of food grains across the country under Public-Private Partnership (PPP) mode.
Accordingly, Silos at 52 locations with capacity 29.50 LMT have been completed and put to
use. The details of Steel Silo constructed across the country including Andhra Pradesh, Odisha,
Maharashtra and Bihar are as under-

(c) to (e): Food Corporation of India (FCI) is augmenting its storage capacity through PPP
mode under following schemes in the country :-
(i) Private Entrepreneurs Guarantee (PEG) Scheme: Under PEG Scheme 2008,
construction of conventional godowns has been undertaken in 24 States by attracting private
investment. Total capacity sanctioned for godowns is 151.58 LMT.
(ii) PEG Scheme II: In order to create covered capacity in wheat procuring states of
Punjab and Haryana, new capacity of 60 LMT in Punjab and 30 LMT in Haryana is sanctioned
under this scheme to phase out open storage.
(iii) Modified PEG Scheme for NE and Hilly States: To accelerate the pace of storage
facility construction in North East and hilly regions, a modified PEG scheme has been
introduced with a higher guarantee period of 15 years, approved by the DFPD (Department of
Food and Public Distribution), Government of India.
(iv) Asset Monetization: Under Asset Monetization, godowns will be constructed on
FCI vacant land for which in principle approval has been granted by DFPD, Government of
India.
The Government continuously assesses and monitors the storage capacity and based on
the storage gap assessment, the storage capacities are created/hired through schemes viz. PEG
Scheme, Construction of Silo's under PPP mode, Hiring of godown from CWCs/SWCs/State
Agencies, Hiring of godown through Private Warehousing Scheme (PWS), Creation of
godowns under Asset Monetization and Modified PEG scheme for NE & Hilly states with
longer guarantee period of 15 years, etc.
Further, as per the information provided by Ministry of Cooperation, in order to address
the shortage of foodgrain storage across the country, Government on 31.05.2023, has approved
the “World’s Largest Grain Storage Plan in Cooperative Sector”, and it has been rolled out as
a Pilot Project. The Plan entails creation of various agri infrastructure at Primary Agricultural
Credit Societies (PACS) level, including godowns, custom hiring centers, processing units,
Fair Price Shops, etc. through convergence of various existing schemes of the Government of
India (GoI), such as, Agriculture Infrastructure Fund (AIF), Agricultural Marketing
Infrastructure Scheme (AMI), Sub Mission on Agricultural Mechanization (SMAM), Pradhan
Mantri Formalization of Micro Food Processing Enterprises Scheme (PMFME), etc. Under the
Pilot Project, construction of godowns has been completed in 11 PACS of 11 States. Further,
more than 500PACS have been identified for construction of godowns under the project out of
which 70 godowns in the State of Rajasthan and 15 godowns in the State of Maharashtra have
been completed.
