Parliament Question: Strategic initiatives under MIV 2030

GOVERNMENT OF INDIA MINISTRY OF PORTS, SHIPPING AND WATERWAYS RAJYA SABHA UNSTARRED QUESTION NO. 2873 ANSWERED ON 17.03.2026 STRATEGIC INITIATIVES UNDER MIV 2030 2873. SHRI SUJEET KUMAR: Will the Minister of PORTS, SHIPPING AND WATERWAYS be pleased to state: (a) whether the Ministry has achieved key performance milestones under Maritime India Vision (MIV) 2030, including capacity enhancement and logistics efficiency at Indian ports; (b) if so, the year-wise improvements in key performance indicators (KPls) such as port capacity, vessel turnaround time and coastal cargo tonnage since 2022; (c) the measures taken to integrate coastal states of the East Coast, including ports like Paradip, Dhamra and Gopalpur, into the strategic upgradation of coastal and inland waterway networks under MIV 2030; and (d) whether the Ministry intends to further promote Atmanirbhar Bharat by facilitating Indian shipbuilding, maritime skill development, and port-led employment generation through the Viksit Bharat Sankalp initiatives? ANSWER MINISTER OF PORTS, SHIPPING AND WATERWAYS (SHRI SARBANANDA SONOWAL) (a) to (b)Maritime India Vision 2030 (MIV 2030) provides a roadmap for the development of port infrastructure, improvement in logistics efficiency, and growth of related maritime sectors. There have been significant improvements in port capacity, logistics efficiency, vessel turnaround time and coastal cargo tonnage at Major Ports since 2022. The year-wise position of key performance indicators since FY 2021-22 is annexed at Annexure-I. (c)Several measures have been taken for the strategic upgradation of coastal and inland waterway networks of the East Coast states under MIV 2030. Operationalization of National Waterway-5 (Brahmani River System), connecting Paradip and Dhamra Ports with mineral-rich regions such as Talcher and Angul to facilitate inland waterway connectivity, has been announced in the Union Budget 2026–27. In addition, coastal shipping initiatives, such as the promotion of the Rail–Sea–Rail (RSR) model at Paradip Port, have contributed to increase coastal cargo movement along the East Coast.
