Streamlining various Coaching Centres of NEET/IIT-JEE

Will the Minister of Education be pleased to state:
(a) whether the Government has any proposal to streamline various coaching centres for NEET/IIT-
JEE running across the country, if so, the details thereof;
(b) the manner in which the Government proposes to provide such coaching for students in rural areas
of the country;
(c) whether the Government has received any complaints against such coaching centres which
adversely affects the health of students and if so, the details thereof along with the action taken
thereon; and
(d) the steps taken by the Government to provide equal opportunities to students from rural and urban
areas and economically weaker sections of the country?

VARIOUS COACHING CENTRES OF NEET/IIT-JEE
(a) to (d): Keeping in view the growth in number of unregulated private coaching centres; instances
of such centers charging exorbitant fees from students; loss of precious lives due to fire and other
accidents and many other malpractices being adopted by these centres, Ministry has circulated
Guidelines for Regulation of Coaching Center to States/UTs on 16.01.2024 for consideration and
taking further action by way of appropriate legal framework. This has been followed up with another
letter to the States/ UTs on 16.07.2024. The guidelines for regulation of coaching centres are

The Guidelines encompass several key aspects, including defining coaching centers, specifying
conditions and necessary documents for registration, issues related to fees, outlining infrastructure
prerequisites for establishing coaching centers, establishing a code of conduct for coaching centers;
lay emphasis on significance of mental well-being, advocating for the prioritization of counsellors
and psychologists' support within coaching centres; no batch segregation; maintenance of records etc.
Also, several States/UTs have brought out guidelines / regulations / legislations to regulate the Private
Coaching and tuition classes in their respective States/UTs.
Under the provisions of the Consumer Protection Act, 2019, the Central Consumer Protection
Authority (CCPA) has also issued comprehensive guidelines on 13.11.2024 to address the issue of
misleading advertisements in the coaching sector. These guidelines prohibit coaching centres from
making false or misleading claims/advertisements to promote their services and from engaging in
deceptive or unfair practices. It also provides that any person who is engaged in coaching shall not
use name, photographs, testimonials or videos of successful candidate in an advertisement without
candidate’s written consent. The guidelines also regulate unfair contracts and impose strict penalties
under the Consumer Protection Act, 2019, ensuring accountability and ethical practices in coaching
sector. CCPA imposes penalty on coaching institutes and directs them to discontinue the misleading
advertisements and unfair trade practices.
Education is subject of concurrent list and both Central and State government work collaboratively
to provide equitable access to education. Various State and UT governments are providing remedial
classes to students for competitive exams. SATHEE is one such initiative of Central government,
launched in November, 2023, to provide free of cost high-quality content for the competitive
examinations like JEE and NEET, along with providing an online assessment module for students. It
leverages Web Platform, Mobile Application, YouTube live sessions & DTH channels for delivery.
More than 15,000 + multilingual video lectures of curated learning content are available across topics
and subjects for the learners. As of now, more than 15 lakh students are registered and 400 mentors
(from IITs, AIIMS etc.) are available on the platform.
