Shri Sukanta Kumar Panigrahi Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state: (a) whether the implementation of the National Cooperation Policy, 2025 and White Revolution 2.0 has strengthened the cooperative movement by promoting digital governance, expanding PACS, enhancing dairy cooperatives and increasing farmers' income across the country; (b) the details of PACS computerised and onboarded on the National Cooperative Database, new multipurpose PACS and Dairy Cooperative Societies established, State-wise including in Odisha; (c) the details of cooperative institutions, dairy infrastructure, milk procurement facilities and financial assistance provided, district-wise comprising Kandhamal, Boudh, Nayagarh and Ganjam districts; (d) whether the National Cooperative Database has been integrated with the implementation and monitoring of these initiatives for transparent and efficient governance; and (e) whether the Government proposes to provide additional financial and technical support for strengthening cooperative and dairy infrastructure in Aspirational Districts and tribal regions, particularly Kandhamal, and if so, the details thereof? ANSWER THE MINISTER OF COOPERATION सहकारिता मंत्री (SHRI AMIT SHAH) (a) Yes, Sir. The National Cooperation Policy, 2025, which includes White Revolution 2.0, is aimed at strengthening the cooperative movement across the country through systematic and holistic development of the cooperative sector by encouraging the digitalization cooperative sector, expansion of Primary Agricultural Credit Societies (PACS), primary dairy and fisheries cooperatives to cover all uncovered panchayats, promotion of multipurpose PACS, etc. Further, the Policy seeks to enhance members' and farmers' incomes through diversification of cooperative activities, value addition, improved market access, promotion of exports, capacity building and strengthening of the cooperative business ecosystem to achieve the vision of 'Sahkar-Se-Samriddhi'. Further, the implementation of White Revolution 2.0 has strengthened the dairy cooperatives and increased milk procurement in the cooperative sector. Since the launch of White Revolution 2.0, 24,097 new DCS have been formed, and 31,394 existing DCS have been strengthened, and the milk procurement by cooperatives has increased from 660 LKG/day in 2023-24 to 697LKG/day in 2025- 26. Page 1 of 6(b) & (c): The Government launched the Central Sector Project for Computerization of PACS, in 2022. The Government of India initially approved 63,000 PACS under Project of Computerization of functional PACS with a total financial outlay of ₹2,516 Crore which has now been increased up to 2925.39 Crore covering 79,630 PACS which entails bringing all the functional PACS onto an ERP (Enterprise Resource Planning) based common national software, linking them with NABARD through State Cooperative Banks (StCBs) and District Central Cooperative Banks (DCCBs). The state-wise details are at Annexure-1. Moreover, as a result of the initiatives taken by the Government, 38,138 new PACS, dairy, and fishery cooperative societies have been registered nationwide since 15.02.2023. The initiative to establish new multipurpose PACS, dairy, and fishery cooperatives is supported by NABARD, NDDB, and NFDB through the convergence of various existing Government of India (GoI) schemes, including the Dairy Infrastructure Development Fund (DIDF), the National Programme for Dairy Development (NPDD), and the PM Matsya Sampada Yojana (PMMSY). The State-wise details of PACS, dairy, and fishery cooperative societies formed along with members associated with them, are placed as Annexure-2. In Odisha, there are 8,667 cooperative societies, of which 8,063 are functional. Under the national plan, 2,609 new cooperative societies have been registered in the State, comprising 1,539 Multipurpose PACS/LAMPS (Large Area Multi-Purpose Societies), 1,009 Dairy Cooperative Societies and 61 Fishery Cooperative Societies. Further 466 existing dairy societies have been strengthened. Details of cooperative institutions in the four districts of Odisha – Kandhamal, Boudh, Nayagarh and Ganjam- are as follows: I. The database provides critical insights into cooperatives’ geographical coverage, financial performance, etc., and thereby helps implement the policy recommendations. The database serves as an important tool for the formation of Page 2 of 6new PACS, dairy and fisheries primary cooperatives in uncovered and under-covered areas, enables the development of a ranking framework, and assists in estimating the economic contribution of the cooperative sector in the Indian economy. (e) In the Aspirational Districts across the country, 1850 new PACS, 3638 new dairy cooperatives, and 448 new fishery cooperatives have been formed through the initiative of the Ministry. Particularly, in Kandhamal district of Odisha, there are 105 cooperative societies with a total membership of 2,38,277, including 76 LAMPS/PACS and 2 fishery cooperatives. Out of 72 LAMPS/PACS, 52 LAPMS/PACS have been formed through the initiative of the Ministry. Moreover, National Cooperative Development Corporation (NCDC), a statutory corporation under the Ministry of Cooperation, Govt. of India, has been mandated to promote economic development through cooperative institutions. As of 30.06.2026, NCDC has cumulatively disbursed ₹5,74,090.48 crore for the development of cooperative institutions across the country. Out of which ₹ 3,352.03 crore has been disbursed for cooperative development in Odisha State. The details of disbursement during the last five years in the State are provided at Annexure-3.
