Strengthening Cooperative Societies in Dairy, Fisheries, Handloom and Rural Industries

Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state:
(a) the details of cooperative societies currently functioning in the sectors of dairy, fisheries,
handloom/weaving, and other rural industries in the State of Telangana, including their
number, membership and operational status;
(b) whether the Government has provided any financial assistance, modernisation support,
training, or infrastructure development to these cooperatives during the last five years, if so,
the details thereof;
(c) the total funds sanctioned and released to cooperative societies in Telangana under various
Central Government schemes, including support extended through NABARD, NCDC and
other agencies;
(d) whether the Government proposes to establish new multi-purpose cooperatives,
dairy/fishery/handloom producer cooperatives or cooperative-based processing units in
Telangana and if so, the details thereof; and
(e) the steps being taken to strengthen primary cooperative societies in Telangana to enhance
income generation, value addition and market linkages for members engaged in these sectors?

(a): As per the National Cooperative Database (NCD), there are a total of 60,860 cooperative
societies in Telangana, out of which 48,186 societies are functional having approximately 1
crore members. The sector-wise details of cooperative societies and their membership, as of
15.11.2025, is attached as Annexure-1.
(b) & (c): The Ministry of Cooperation is consistently conducting cooperative training
programmes in Telangana through National Council for Cooperative Training (NCCT),
delivered via Regional Institute of Cooperative Management (RICMs) / Institute of
Cooperative Management (ICMs). Details of training provided to Cooperative Societies

The National Cooperative Development Corporation (NCDC) has provided financial
assistance / grant to cooperative societies for their infrastructure and business development.
The activity wise details of financial assistance / grant disbursed by NCDC to Telangana in
last 5 years is given in Annexure -2.
(d) Yes sir. As per the National Cooperative Database (NCD) as of 15.11.2025, a total of 276
multipurpose Cooperatives, including 174 multipurpose Dairy cooperatives and 102
multipurpose fishery cooperative societies, have been registered in the State of Telangana
since 15.02.2023.
(e) The Ministry of Cooperation, since its inception on 6th July, 2021, has undertaken several
initiatives to realize the vision of “Sahakar-se-Samriddhi” and to strengthen & deepen the
cooperative movement from Primary to Apex level Cooperatives in the country. These
initiatives include notification of Model Bye-laws that enable PACS to undertake more than
25 business activities, improve governance, transparency and accountability in their
operations. Now, PACS can operate as PM-Kisan Samridhi Kendras (PMKSKs), Pradhan
Mantri Bhartiya Janaushadhi Kendras (PMBJKs), Common Service Centres (CSC) etc.
To provide market linkages to the members of cooperative societies, the Government of India,
interalia, allowed formation of new Farmer Producer Organizations (FPOs) and Fish Farmer
Producer Organization (FFPO) by PACS to provide market linkage for fair and remunerative
prices for their produce. For the dairy sector, the Ministry has launched "White Revolution
2.0” which aims to increase the milk procurement of dairy cooperatives by 50% from the
present level over next five years by providing market access to dairy farmers in uncovered
areas and increasing the share of dairy cooperatives in organized sector.
