Strengthening Cooperatives in Odisha
2086 Shri Debashish Samantaray:
Will the Minister of Cooperation be pleased to state:
(a) the number of cooperative societies functioning in Odisha;
(b) the Central assistance provided for their strengthening during the last three years; and
(c) the steps taken to modernise and revive Primary Agricultural Credit Societies (PACS)
in the State?
ANSWER

(a) As per the National Cooperative Database (NCD), as of 20.01.2026, there are a total of
8,364 cooperative societies in Odisha, out of which 7,757 societies are functional.
(b) To modernise and computerise PACS in the State, 4,240 PACS have been sanctioned
and ₹18.07 crore has been released in FY 2025-26 under the computerization of PACS project.
Further, as on 25.02.2026, NCDC has disbursed Rs. 5,16,122.32 crore for the development of
cooperative institutions across the country. Out of which Rs. 3,347.63 crore has been disbursed
till now for cooperative development in Odisha. The activity-wise details of disbursement in
the State of Odisha in the last three years are provided at Annexure-1.
(c) The Ministry of Cooperation has taken proactive measures to convert Primary
Agricultural Credit Societies (PACS) into multi-purpose cooperative societies. This initiative
aims to enhance business diversification, strengthen financial sustainability, and prevent
closures by enabling cooperatives to engage in a wider range of economic activities.
