STRENGTHENING MSME SUPPORT AND MARKET ACCESS
1077. SHRI MASTHAN RAO YADAV BEEDHA:
Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) whether Government, through National Small Industries Corporation (NSIC), is implementing
schemes to support MSMEs in raw material assistance, marketing, credit facilitation and technology
upgradation;
(b) the year-wise and State/UT-wise number of MSMEs benefited under NSIC schemes during the
last five years, along with funds allocated and utilised;
(c) whether any impact assessment has been conducted on NSIC interventions in terms of MSME
growth and employment; and
(d) whether steps are proposed to further strengthen NSIC support for start-ups, women, SC/ST
and rural entrepreneurs and the details thereof?

(a) and (b): Yes Sir. The National Small Industries Corporation Limited (NSIC), a Public Sector
Enterprise under the Ministry of Micro, Small and Medium Enterprises (MSME) provides integrated
support to MSMEs through its various programmes which inter-alia include Raw Material
Distribution; Credit Support under raw material assistance, bill discounting and bank Tie-up; Single
Point Registration Scheme and training provided through NSIC technical service centres. Year-wise
and State/UT wise number of MSMEs benefited under these programmes are enclosed at Annexure-I.
(c): Yes sir. NSIC conducts impact assessment/ review on some of its interventions for the MSMEs
growth and employment.
(d): The Ministry has taken several steps to strengthen NSIC from time to time which include
equity infusion of Rs. 300 crore from 2011-12 to 2013-14; financial assistance for upgradation of
technical centres, etc. The Ministry is implementing Self Reliant India fund to infuse equity of Rs.
50,000 crore in MSMEs having potential and viability to grow larger though NSIC Venture Capital
Fund Ltd. Further, to boost up entrepreneurship among SC/ST, NSIC is the Central Nodal Agency for
implementation of National SC-ST Hub Scheme. In addition, under the MSME TEAM (Trade
Enablement and Marketing) Initiative of the Ministry, NSIC entered into a Memorandum of
Understanding (MoU) with ONDC to digitize MSME Operation and empower MSMEs in e-
commerce.
