Shri Dushyant Singh: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) the progress made in strengthening of the cooperative fertilizer distribution network, particularly through PACS and Pradhan Mantri Kisan Samriddhi Kendras (PMKSKs), to ensure timely availability of Urea to small and marginal farmers; (b) whether any review has been undertaken by the Government regarding the supply trends of IFFCO and KRIBHCO in Rajasthan to align with seasonal agricultural demand, if so, the details thereof district-wise including Jhalawar- Baran district; (c) the steps taken to further strengthen the Integrated Fertilizer Monitoring System for real-time tracking, forecasting and last-mile delivery of subsidized fertilizers; and (d) the measures proposed to improve cooperative outreach, digital advisory services and farmer awareness so as to promote efficient and balanced fertilizer usage? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SMT. ANUPRIYA PATEL) (a) To strengthen the cooperative fertilizer distribution network and to ensure the timely availability of fertilizers, including urea, to farmers, as on 28.07.2026, 1,54,562 Pradhan Mantri Kisan Samruddhi Kendras (PMKSKs) have been developed across the nation. Out of these, 33,403 are Primary Agricultural Credit Societies (PACS) which have been upgraded as PMKSKs, strengthening the last-mile distribution network and improving access to fertilizers in rural areas. Additionally, Cash Credit Limits (CCLs) have been facilitated for PACS through District Central Cooperative Banks (DCCBs). In respect of timely availability of fertilizers, following steps are taken by the Government every season in the country:i. Before the commencement of each cropping season, Department of Agriculture and Farmers Welfare (DA&FW), in consultation with all the State Governments, assesses the State-wise & month-wise requirement of fertilizers. ii. On the basis of requirement projected by DA&FW, Department of Fertilizers (DoF) allocates adequate quantities of fertilizers to States by issuing monthly supply plan and continuously monitors the availability. iii. The movement of all major subsidized fertilizers is monitored throughout the country by an on-line web-based monitoring system called integrated Fertilizer Management System (iFMS). iv. The State Governments are regularly advised to coordinate with manufacturers and importers for streamlining the supplies through timely placement of indents. v. Regular coordination with the Ministry of Railways for giving sufficient rakes, priority to fertilizers and for timely evacuation of rakes for States. vi. The distribution of fertilizers within the State at district level is done by the concerned State government. (b) Yes Sir. The month-wise, season-wise and company-wise allocation of fertilizers, including supplies of IFFCO and KRIBHCO, is allocated by the Government of India based on the assessed seasonal requirement. Based on these allocations, the Department of Agriculture, Rajasthan conducts fortnightly review meetings with IFFCO, KRIBHCO and other fertilizer companies to review the supply position, monitor availability, address any gaps, and ensure timely distribution of fertilizers across the State in accordance with seasonal agricultural demand. District wise and Season wise demand, supply and IFFCO, KRIBHCO supply details are enclosed at Annexure. (c) The Integrated Fertilizers Management System (iFMS) system captures movement and dispatch details through integration with company SAP/ERP systems and provides continuous monitoring of fertilizer availability and supply position at pan India level. Department of Fertilizers has also developed a dashboard which can be accessed by authorized users. The dashboard is developed to facilitate easy monitoring by various stakeholders viz. State Agriculture Departments, District Collectors and State Marketing Federations. The State Governments also monitors the availability and supply of fertilizers through iFMS and e-Urvarak Dashboard portals. (d) In order to improve cooperative outreach, digital advisory services and farmer awareness so as to promote efficient and balanced fertilizer usage, the Government is promoting balanced fertilizer use through PMKSKs by strengthening digital advisory services, capacity building of PACS, awareness campaigns based on Soil Health Cards, convergence with agricultural institutions, and wider adoption of ICT-enabled decision support systems. Furthermore, Department of Agriculture and Farmers’ Welfare promotes Integrated Nutrient Management (INM) to ensure the balanced and efficient use of chemical fertilizers, organic manures, and biological inputs for sustainable nutrient management, improved soil health, and enhanced crop productivity. To support this,several initiatives are being implemented, including the Soil Health & Fertility Scheme, under which 26.07 crore Soil Health Cards have been issued with crop- specific fertilizer recommendations; the Per Drop More Crop (PDMC) scheme, which has brought about 110 lakh hectares under micro-irrigation; Rainfed Area Development (RAD), covering 9.32 lakh hectares under Integrated Farming Systems and benefiting 15.28 lakh farmers; Agroforestry under the Har Medh Par Ped initiative, through which 1,725 nurseries have been established and 1,594.48 lakh saplings raised; the National Mission on Natural Farming (NMNF), with 20.93 lakh farmers registered and 10.32 lakh hectares covered; Paramparagat Krishi Vikas Yojana (PKVY), which has brought 18.84 lakh hectares under organic farming benefiting 33.94 lakh farmers; and Mission Organic Value Chain Development for North Eastern Region (MOVCDNER), covering 2.36 lakh hectares and benefiting 2.70 lakh farmers. In addition, the Government is also promoting the use of nano fertilizers through large-scale awareness campaigns, demonstrations, drone-based spraying, battery-operated sprayers, and trained village-level entrepreneurs to improve nutrient use efficiency and reduce nutrient losses. At the State level, the Government of Rajasthan is strengthening the cooperative fertilizer distribution network by ensuring the timely availability of fertilizers through Primary Agricultural Credit Societies (PACS) and Pradhan Mantri Kisan Samruddhi Kendras (PMKSKs). To promote the efficient management and balanced use of fertilizers, the following campaigns have been undertaken by the Government of Rajasthan: i. "Dharti Mata Bachao" monitoring committees – 11,677 campaigns conducted and 2,56,894 farmers participated. ii. "Aapno Khet, Aapno Khaad" campaign to promote green manure, organic manure, bio fertilizers and balance use of fertilizers – 14332 campaigns conducted and 4,67,812 farmers participated. iii. "Khet Bachoo Abhiyan" campaign to promote green manure, organic manure, bio fertilizers and balance use of fertilizers – 10529 campaigns conducted and 29,931 farmers participated. iv. "Agriculture Extension field functionary conducting Kishan Gosthi, Famers Training, Seminars to educate farmers for balance use of fertilizers."Campaign to promote green manure, organic manure, bio
