STRENGTHENING OF JUDICIAL INFRASTRUCTURE IN WARANGAL
2228. DR. KADIYAM KAVYA:
Will the Minister of LAW AND JUSTICE be pleased to state:
(a) whether the Government has provided any financial assistance for the development and
strengthening of judicial infrastructure including court buildings, court halls, residential quarters
for judicial officers, and e-Courts infrastructure in the Warangal District during the last three years;
and
(b) the details of projects sanctioned under the Centrally Sponsored Scheme for Development of
Infrastructure Facilities for the Judiciary and the e-Courts Mission Mode Project, including funds
sanctioned and released, works completed, projects under implementation, and the expected
timeline for completion?

(a) & (b): The primary responsibility for development of infrastructure facilities for District and
Subordinate Courts rests with the State Governments/UTs. However, to augment the resources of
States/UTs, Central Government has been implementing a Centrally Sponsored Scheme (CSS) for
the Development of Infrastructure Facilities for Judiciary in the District and Subordinate Courts
since 1993-94, by providing financial assistance in the prescribed fund sharing pattern between
the Centre and States/UTs. The Scheme covers five components, namely, Court Halls, Residential
Units for Judicial Officers, Lawyers’ Halls, Toilet Complexes and Digital Computer Rooms.
Under the above CSS, projects are identified by the States/UTs and High Courts concerned.
After receipt of the detailed demands from the States/UTs, tentative allocation of funds to
States/UTs is done and Mother Sanction is issued to States/UTs. The States/UTs can incur
expenditure on the identified projects within the limit of Mother Sanction while adhering to the
guidelines of CSS. Funds released and utilized by the State of Telangana for construction of
1district-court infrastructure, including Warangal District during the last three years under the CSS
are as under:

In addition, Mother Sanction of Rs. 15.79 crore has been issued to the State of Telangana
for Financial Year 2026-27. However, no court building is presently under construction in the
District of Warangal. The details of projects sanctioned and completed under CSS in the Warangal
District are as under:

Under the eCourts Project Phase-III, a total amount of Rs. 1,91,87,957/- has been
sanctioned and released to Warangal District during the last three years. Further the following
initiatives have been undertaken in Warangal District under the eCourts Project Phase-III:
• ICT hardware, including All-in-One Computers, Scanners, Digital Tokens, Printers, Document
Visualizers, Display Board Monitors, UPS systems, etc., have been provided to 11 Courts in
Warangal District.
• Two eSewa Kendras have been established in Warangal District to disseminate eServices to
litigants, advocates, the general public, and other stakeholders.
• Video Conferencing equipment has been provided to two new Courts in Warangal District to
facilitate the production of Undertrial Prisoners (UTPs) from prisons and the recording of
evidence from doctors appearing remotely from hospitals.
• A Solar Photovoltaic (PV) Module System with a capacity of 20KW has been installed at a
new Court Complex in Warangal District.
• All establishments in Warangal District have been provided with mobile handheld devices for
the implementation of the NSTEP to the process servers and bailiffs.
• Three (3) District Courts in Warangal District have been identified as Online Courts for e-
Filing and paperless system.
