Shri Daggumalla Prasada Rao: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) the details of pharmaceutical units registered and shortlisted under the Strengthening of Pharmaceuticals Industry Scheme (SPI), year-wise, State/district-wise for Andhra Pradesh; (b) the details of financial outlay sanctioned and utilised by the pharmaceutical units under the said scheme classified by their annual turnover for Andhra Pradesh, State-wise and district-wise; (c) whether the Government has undertaken any awareness and outreach campaigns for the revamped scheme in pharmaceutical clusters, if so, the number and type of such events held, State-wise; and (d) the monitoring mechanisms put in place to verify certified expenditures, compliance with Revised Schedule M and WHO-GMP norms? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SMT. ANUPRIYA PATEL) (a) and (b): Pharmaceutical units are being provided financial assistance under the following two sub-schemes under the Strengthening of Pharmaceuticals Industry scheme: (i) Assistance to Pharmaceutical Industry for Common Facilities (API-CF): Under this, financial assistance is provided for infrastructure facilities in pharmaceuticals clusters. (ii) Revamped Pharmaceutical Technology Upgradation Assistance Scheme (RPTUAS): Under this, financial assistance is provided for upgrading technology in pharmaceuticals units to Schedule M or World Health Organization — Good Manufacturing Practices (WHO-GMP) standards. Under RPTUAS, issued in September 2024, a total amount of ₹300.10 crore has been allocated for various pharmaceutical units for the period from the financial year (FY) 2024-25 to FY2025-26. As on 29.7.2025, 281 applications have been received from pharmaceutical units under the sub-scheme and applications of 142 pharmaceutical companies have been approved with total approved grant-in-aid amount of ₹135.8 crore for their projects, which include applications of five pharmaceutical companies with total approved grant-in-aid amount of ₹5.96 crore in the State of Andhra Pradesh. Release and utilisation of financial assistance under the scheme is to be done on receipt of certificationby the drug regulatory authority concerned regarding compliance with the revised Schedule M to the Drugs Rules, 1945 and the World Health Organization — Good Manufacturing Practices. The approved projects are at various stages of implementation and have not reached the stage of certification as aforesaid and, therefore, funds have so far not been disbursed under the sub-scheme. List of pharmaceutical companies whose projects have been considered and approved under the scheme is at Annexure I. List of pharmaceutical companies whose projects are under consideration under the sub-scheme are at Annexure II. Under API-CF, a total amount of ₹178.40 crore has been allocated for various projects for the period from FY2024-25 to FY2025-26. Projects approved or approved in- principle so far involve total grant-in-aid amount of ₹139.33 crore to special purpose vehicles formed by pharmaceutical companies, including one project for a special purpose vehicle formed involving total approved grant-in-aid of ₹20 crore in the State of Andhra Pradesh. Total amount disbursed so far in respect of the approved projects is ₹75.76 crore, including disbursed amount of ₹5 crore in respect of the project in the State of Andhra Pradesh. List of pharmaceutical companies whose projects have been considered and approved or approved in-principle under the scheme is at Annexure III. (c): The Government, in association with industry associations, has so far organised 13 national conferences and five webinars with pharmaceutical clusters on Enhancing Pharmaceuticals Quality Assurance through Good Manufacturing Practices and Session on RPTUAS. These National conferences were held in Himachal Pradesh (Baddi), Gujarat (Ahmedabad), Bihar (Aurangabad), Telangana (Hyderabad), Andhra Pradesh (Vizag), Maharashtra (Pune), Goa (Panjim), West Bengal (Kolkata), Madhya Pradesh (Indore), Odisha (Bhubaneswar), Maharashtra (Mumbai), Karnataka (Mysore) and Gujarat (Vadodara). The webinars with pharmaceutical clusters have been held at Chennai, Bangalore, Hyderabad, Ahmedabad and Vadodara. (d): Under RPTUAS, to claim the incentive amount, applicants are required to submit the revised Schedule M / WHO-GMP certificates issued by the drug regulators concerned and certificate of expenditure incurred issued by charted accountant. Verification of the revised Schedule M / WHO-GMP certificates submitted by applicants from the drug regulator concerned is undertaken.
