ANMOL RAMSING KOLHE: SHRI SANJAY DINA PATIL: SHRI DUSHYANT SINGH: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the steps taken by the Government to ensure that marginalized and deprived communities in Maharashtra benefit from the Skills Strengthening for Industrial Value Enhancement (STRIVE) initiative; (b) whether the Government has formulated any future expansion plans for the said initiative across the country including Maharashtra and if so, the details thereof; (c) whether the Government proposes to include any new skill sectors, industries, or technology-focused domains under the said initiative, particularly those relevant to Maharashtra's industrial and service ecosystem and if so, the details thereof; (d) the total number of individuals from the said communities in Maharashtra enrolled and trained under the said initiative since its inception, year and district-wise; (e) the details of various other skill development schemes and policies of Government that have contributed to the upliftment of the said communities in Maharashtra, including their convergence or alignment with STRIVE; and (f) the details of the mechanisms in place to assess the impact of said initiatives on skill development, employment generation and the overall competitiveness of Industrial Training Institutes (ITIs)? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) Sir, The Directorate General of Training (DGT) under the Ministry of Skill Development and Entrepreneurship (MSDE) implemented the Skill Strengthening for Industrial Value Enhancement (STRIVE) project, which was a Government of India project with the assistance of the World Bank. Under the STRIVE Project, a total of 500 ITIs (467 Government ITIs and 33 Private ITIs) were selected for upgradation. Out of these 500 selected ITIs, 77 ITIs (72 Govt. ITIs and 05 Pvt. ITIs) were selected from the state of Maharashtra. The objective of the STRIVE Project was to strengthen, upgrade and enhance the learning infrastructure in the Industrial Training Institutes (ITIs), which would help all trainees including from marginalized and deprived communities. (b) and (c): Sir, STRIVE project has already concluded on 31.05.2024 and there is no future expansion plans for the STRIVE initiative.(d) The total number of individuals from the said communities in Maharashtra enrolled and trained under the said initiative since its inception, year-wise and district-wise is annexed at Annexure-1 (e) The Ministry of Skill Development and Entrepreneurship (MSDE) implements various schemes for providing skill training to various sections of society. The details of these schemes along with the number of individuals benefited from them in the State of Maharashtra are given below: • Craftsmen Training Scheme (CTS): The Directorate General of Training (DGT), under the Ministry of Skill Development and Entrepreneurship (MSDE), implements the Craftsmen Training Scheme (CTS) through a network of Industrial Training Institutes (ITIs) for the youth of the country. In ITIs, craftsmen training is provided in 169 National Skills Qualification Framework (NSQF) aligned trades. Each trade has a dedicated course curriculum. The duration of training ranges from six months to two years. The training courses have been designed to impart basic skills and knowledge in the trades so as to prepare the trainees for employment as a skilled/semiskilled worker. At present, there are 14,615 ITIs established in the country, out of which, 3,316 are Government ITIs and 11,299 are Private ITIs. At present there are 1,038 ITIs established in the state of Maharashtra out of which 422 are Govt ITIs and 616 are Pvt ITIs. In the last 5 sessions, i.e., 2020-21 to 2024-25, a total of 4,20,914 trainees from SC, ST and OBC category were enrolled in ITIs under CTS in Maharashtra. • Pradhan Mantri Kaushal Vikas Yojana (PMKVY): The "Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY), since 2015, for imparting skill development training through Short-Term Training (STT) and up-skilling and re- skilling through Recognition of Prior Learning (RPL) to youth across the country including State of Maharashtra. Under this scheme, a total number of 5,42,207 beneficiaries have been certified from the marginalized communities in the State of Maharashtra. • Jan Shikshan Sansthan (JSS): The Jan Shikshan Sansthan (JSS) Scheme, initially launched as Shramik Vidyapeeth (SVP), aims to provide skill training in a non- formal mode at the doorsteps of the beneficiary through registered Societies (NGOs) with 100% grant from the Government of India. The objective of the scheme is to increase the household income by promoting self/wage employment through skill development training. The main target of the JSS is to impart vocational skills to the non-literates, neo-literates and persons having rudimentary level of education upto 8th standard and school dropouts upto 12th standard in the age group of 15-45 years. So far, 48985 SC candidates and 45050 ST candidates have been trained under the JSS Scheme in Maharashtra. • Skill Acquisition and Knowledge Awareness for Livelihood Promotion (“SANKALP”): Skill Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP), a World Bank loan assisted outcome-based Centrally sponsored scheme, was launched in January 2018. The project has been completed in March 2025. The scheme aimed at strengthening the short-term skill development ecosystem by focusing on three key Result Areas: (i) institutional strengthening at national, state, and district levels, (ii) quality assurance in skill development programs, and (iii) inclusion of marginalized groups. Under the Result Area (iii), 26 activities were undertaken by Maharashtra State, such as skill development training/ Entrepreneurship training for candidates from Women Self Help Group (SHG), SC/ST communities, Jail inmates, Transgendersand Persons with Disability (PwD). Under this scheme, 4,485 candidates from SC/ST, 1115 PwD candidates, 100 transgenders, 505 women and 240 jail inmates were covered. More than 47.2% of ITI graduates were found to be employed, indicating positive employment outcomes.
