SHRI DEEPENDER SINGH HOODA: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी be pleased to state: (a) the total area under sugarcane cultivation in Haryana during the last five years including the current year, year-wise; (b) the details of steps taken by the Government in the last five years to fix and revise sugarcane prices in Haryana; (c) whether the Government proposes to impose binding mechanisms on sugar mills to ensure timely payment to farmers for their sugarcane supply; (d) whether the Government has conducted any audit or assessment of the total amount pending towards sugarcane farmers of Haryana; and (e) if so, the details thereof along with the steps being taken to ensure payment of such dues within a fixed time period, and if not, the reasons therefor? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण रा(cid:475) मं(cid:361)ी (SHRI BHAGIRATH CHOUDHARY) (a): The year-wise details regarding the total area under sugarcane cultivation in Haryana during the last five years, including the current year has been provided in the table below: Haryana Sugarcane Area (Thousand Hectares) 2021-22 2022-23 2023-24 2024-25 2025-26* 107.70 107.75 88.22 71.64 93.78 * Data for 2025-26 is as per First Advance Estimates (b): Government announces the Fair and Remunerative Price (FRP) for sugarcane for every sugar season, which is the benchmark price, below which no sugar mill can purchase sugarcane from farmers. It is determined on the basis of recommendations of Commission for Agriculture Costs and Prices (CACP) and after consultation with the State Governments and other stakeholders. The FRP of sugarcane payable by sugar mills / factories for each sugar season from 2021-22 and onwards is tabulated below:Sugar Season FRP SAP Basic Recovery (Rs. per quintal) (Rs. (c): As per the Sugarcane (Control) Order, 1966, the sugar mills are required to make payment of cane price to the farmers within 14 days of supply of cane to the concerned sugar mills. The powers for enforcing the provisions of the Sugarcane Control (Order), 1966 have been delegated and vested with the State Governments/UT Administrations. (d) and (e): As per the information received from the Haryana Government, during the current Sugar season 2025-26 (October-September), approximately ₹ 1,491 crore is payable to sugarcane farmers. Out of this amount, about ₹ 1,027 crore has already been released by sugar mills, clearing nearly 69% of the total cane dues as on 18.02.2026. There are no pending cane payments from previous sugar seasons. As per the Sugarcane (Control) Order, 1966, the sugar mills are required to make payment of cane price to the farmers within 14 days of supply of cane to the concerned sugar mills. *****
