Prevention of Smuggling and Black Marketing:
Fertilizers are declared essential commodities under the Fertilizer Control Order (FCO), 1985, and Fertilizer Movement Control Order, 1973.
State governments are empowered to prevent illegal activities and take action under the Essential Commodities Act, 1955, and FCO, 1985.
Bordering states are requested to increase vigilance to prevent Urea smuggling.
Fertilizer Subsidy:
Subsidies are released to fertilizer companies based on actual sales to beneficiaries through Aadhaar authentication via POS devices at retail shops.
Farmers receive fertilizers at subsidized rates.
Enforcement Activities:
The annexure provides a cumulative report on enforcement activities by states related to black marketing, hoarding, substandard quality, and diversion of fertilizers, including the number of inspections, show cause notices, FIRs, and licenses suspended/cancelled.

(a) the total quantum of fertilizers being supplied to Lakhimpur-Kheri district of Uttar
Pradesh variety-wise;
(b) the steps being taken by the Government to prevent smuggling and black
marketing of fertilizers;
(c) whether the Government proposes to transfer the amount of fertilizer subsidy
directly into the farmers’ accounts, if so, the details thereof; and
(d) if not, the reasons therefor?

08.08.2025 REGARDING “SUPPLY OF FERTILIZERS” TABLED BY SHRI UTKARSH
VERMA MADHU.
(a) The mandate of Department of Fertilizers is to ensure adequate availability of
fertilizers at State level. However, the distribution of fertilizers within the State at district
level is done by the concerned State govern ents. Accordingly, as per the information
received from the State Government of Uttar Pradesh, the information regarding
requirement, availability, sales and closing stock of fertilizers viz. Urea, DAP, MOP and
NPKS in the Lakhimpur Kheri district during the ongoing Kharif 2025 season (i.e. from
01.04.2025 to 05.08.2025) is as under:

(b) Fertilizer is declared as an essential commodity and is notified under Fertilizer
Control Order, 1985 and Fertilizer (Movement Control) Order, 1973. State
governments are adequately empowered under FCO to stop black
marketing/diversion/smuggling of fertilizers and to take punitive action against any
person/fertilizer company involved in such malpractices by violating the provisions of
Essential Commodities Act, 1955 and Fertilizer Control Order 1985 (FCO). The details
of the enforcement activities performed by the States during the period 01.04.2025 to
01.08.2025 is placed at Annexure.
Additionally, State Governments (especially those bordering Nepal, Bangladesh
and Myanmar) have been requested regularly to increase the vigilance at the borders
to prevent smuggling of Urea from India to neighboring countries.
(c) and (d) Under ‘DBT in Fertilizers’ system, the subsidy on various fertilizer grades
is released to the fertilizer companies, on actual sales to the beneficiaries based on
Aadhar authentication through POS devices installed at each retail shop. All farmers
are being supplied fertilizers at the subsidized rates on non-denial basis.
