(a) whether the Government had directed to provide seeds to farmers through NSC,
HIL,NAFED in the States of the country particularly in Madhya Pradesh;
(b) if so, the details of the quantity of seeds directed to be supplied by said companies,
State and district-wise for Madhya Pradesh;
(c) whether the said agencies have delivered the seeds within the prescribed time limit; and
(d) if not, the reasons therefor and the action proposed against the said companies by the
Government along with the timeline, if any, fixed in this regard?

(a) to (d): The Government of India as well as State/UT Governments including the State
of Madhya Pradesh use the services of National Seeds Corporation Ltd. (NSC), HIL (India)
Limited and National Agricultural Cooperative Marketing Federation of India Ltd. (NAFED)
etc. to supply seed (including subsidized seed/ free seed/minikits etc.) under various Central
or State programmes/schemes viz. National Food Security and Nutrition Mission, National
Mission on Edible Oils-Oilseeds (NMEO-OS) etc. Most of the States have their own Seed
Corporations/Agencies, which primarily supply seeds for use in the State under various
schemes. In case of non-availability of seeds with such State Seed Corporations/Agencies,
indent is sent to Central Agencies i.e. NSC, HIL and NAFED. Based on the availability, these
agencies supply seeds to the State. Similarly, Government of India also ask these central
agencies to supply seed minikits of latest varieties as per the availability of seeds with the
agencies. The demand raised and quantity of seed supplied by NSC, HIL and NAFED during
2024-25 and Kharif,2025 across the country and particularly for the State of Madhya
Pradesh is given at Annexure-I.
The detail of district-wise demand and seed supplied by NSC, HIL and NAFED in the
State of Madhya Pradesh during 2024-25 and Kharif,2025 is placed at Annexure-II and
Annexure-III respectively.
Government of India every year organizes Zonal Seed Review Meetings for
assessment of State-wise and crop-wise requirement of seeds for upcoming Kharif & Rabi
season. Besides, during biannual Breeder Seed Review meeting, the breeder seed reuiremnt
for next year’s cropping season is also finalized. During these meetings, close coordination
is made between different State Governments, Breeder Seed Producing Centres, State Seed
Corporations/ Seed Producing Agencies as well as Indian Council of Agricultural Research
(ICAR) institutions to finalize the requirement of breeder seed. Accordingly, production and
supply timelines are fixed. State Governments are encouraged for seed demand planning in
advance, so that the production is ensured in time.
The said agencies are directed to deliver seeds before sowing of the crop; however,
there have been occasional delays in supply due to logistical or procedural impediments.
The Government ensures timely supply of seeds by maintaining effective
coordination among various agencies. No payment is made to any seed agency for
quantities supplied after the cut-off date.Annexure-I
