Supply of Subsidized Fertilizers

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the Government has made any assessment regarding issues related
to availability and timely supply of subsidized fertilizers in Warangal district of
Telangana particularly during peak sowing seasons, if so, the details thereof;
(b) the details of fertilizer allocation, supply and sale in the said district during the
last three years, year-wise and fertilizer-wise (Urea/DAP/MOP/NPK);
(c) whether any cases of shortage, diversion, black marketing or overpricing were
reported in Warangal, if so, the details thereof along with the inspections conducted in
this regard and the action taken thereon; and
(d) the steps taken to ensure timely availability and price compliance through Direct
Benefit Transfer (DBT)-enabled fertilizer distribution (PoS devices) and the time-bound
plan to ensure balanced fertilizer availability in the said district?

(a) & (b) The mandate of Department of Fertilizers is to ensure adequate
availability of fertilizers at the State level. However, the distribution of fertilizers within
the State at district level is done by the concerned State government.
Accordingly, as per information received from the State Government of Telangana, the
details regarding requirement, availability and sales of fertilizers viz. Urea, DAP, MOP
and NPK in Warangal district for the last three years are as under:-2-

(c) In order to address the issues of diversion, black-marketing and over-pricing,
fertilizers are declared as an essential commodity under the Essential Commodities
Act, 1955 and notified under Fertilizer Control Order, 1985. State Governments are
empowered to take action against persons involved in said malpractices, as per
provisions of EC Act. Any complaints received at Department of Fertilizers level
regarding these malpractices is sent to concerned State Government to take
appropriate action under Essential Commodities Act, 1955 and Fertilizer Control
Order, 1985.
Accordingly, as per information received from the State Government of Telangana, no
major cases of shortage, diversion, black marketing or overpricing were reported in
Warangal. Two cases were booked against the dealers for violation of provisions of
FCO, 1985, during Kharif-2025. Regular inspections and surprise checks were
conducted by the district authorities at wholesale and retail points. Any minor
deviations noticed were addressed promptly as per the provisions of the Essential
Commodities Act, 1955 and the Fertilizer (Control) Order, 1985.
(d) Following steps are taken by the Government every season for ensuring timely
and adequate availability of fertilizers in the States, including the State of Telangana:
(i) Before the commencement of each cropping season, Department of Agriculture
and Farmers Welfare (DA&FW), in consultation with all the State Governments,
assesses the State-wise & month-wise requirement of fertilizers.
(ii) On the basis of requirement projected by DA&FW, D/o Fertilizers allocates
adequate quantities of fertilizers to States by issuing monthly supply plan and
continuously monitors the availability.-3-
(iii) The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web-based monitoring system called integrated Fertilizer
Management System (iFMS).
(iv) The State Governments are regularly advised to coordinate with manufacturers
and importers for streamlining the supplies through timely placement of indents.
Further, under DBT in Fertilizers, the sale of subsidized fertilizers is done to the
farmers via Aadhaar Authentication based Point of Sale (PoS). The invoice is delivered
to the farmer through SMS mode on the Aadhaar linked mobile number, containing
details of MRP of the product, subsidy borne by the Government of India and quantity
purchased by the Farmer. This ensures price compliance of subsidized fertilizers
through Aadhaar mediated PoS sale.
