be pleased to state:
(a) the details of funds allocated, released and utilised under various Union and State Government schemes for protected cultivation, during the last five years, State/UT-wise and year-wise;
(b) the number of farmers who have adopted protected cultivation during the last five years, along with the total area covered, State/UT-wise and year-wise;
(c) whether specialised extension officers or technical experts are available at district or block level to provide post-installation handholding and technical support to farmers adopting protected cultivation and if so, the details thereof, State/UT-wise;
(d) whether any standardised training curriculum, certification mechanism or structured capacity-building framework exists for protected cultivation management and if so, the details thereof; and
(e) whether the Government has assessed the current subsidy structure and farmer contribution requirement under protected cultivation schemes are financially affordable and viable for small and marginal farmers and if so, the findings thereof? (a) & (b): Government is implementing Mission for Integrated Development of Horticulture (MIDH) scheme for holistic development of horticulture sector in the country.
MIDH scheme is being implemented through States/UTs, therefore, details of the farmers who have adopted protected cultivation during the last five years is maintained at State level. However, State/UT wise details of the total area covered under protected cultivationin the country and details of funds allocated, released and utilised under protected cultivation during the last five years is placed at Annexure I & II respectively.
(c): Under MIDH scheme, Centre of Excellences (CoEs) are established having one of the mandates to organize training programs for farmers in the States to impart technical know-how regarding cultivation under protected structures, including recommended agronomic practices, crop management techniques and other operational aspects.
Apart from the above, ICAR institutes including Krishi Vigyan Kendras (KVKs) also provide training, demonstrations and technical advisory related to protected cultivation technologies to farmers and other stakeholders. Extension officers/technical experts are also posted by the State Government at district or block level to provide training, advisories, exposure, demonstration etc. related to agricultural activities which includes post- installation handholding and technical support to farmers adopting protected cultivation.
(d): On the basis of the requirement of the farmers training schedules are developed by the CoEs and other training institutes including ICAR Centres, State Agriculture Universities, KVKs and Agriculture Universities which generally includes topics relating to different aspects like construction of poly house, agronomic practices, irrigation/fertigation, post-harvest and pest management etc. and also certificate is provided to the participant after completion of training.
