1865. DR. MEDHA VISHRAM KULKARNI:
Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) whether Government has assessed the growth and employment trends of Micro, Small and Medium Enterprises (MSMEs) in Pune district and if so, the details thereof;
(b) whether credit, technology upgradation and export promotion schemes have been extended to MSMEs in the State of Maharashtra and if so, the details thereof;
(c) whether special incentives are being provided to integrate MSMEs with defence and manufacturing supply chains and if so, the details thereof; and
(d) the steps proposed to enhance competitiveness and skill development among MSMEs in the region? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE)
(a): Since the introduction of the Udyam Registration system in July 2020, the number of enterprises registering and the employment reported on the portal have shown continuous growth in the country, including Pune district. As per data available on the Udyam Registration Portal and Udyam Assist Platform, during the period from 1 July 2020 to 28 February 2026, a total of 13,57,797 MSMEs have been registered in Pune district, comprising 13,44,919 Micro enterprises, 11,823 Small enterprises and 1,055 Medium enterprises. These enterprises have reported employment for 53,50,853 persons on the portal during the same period.
(b): To support MSMEs in areas of credit facilitation, technology upgradation and export promotion, various schemes of the Ministry of MSME are implemented across the country, including the State of Maharashtra. The schemes implemented, inter-alia, include Prime Minister’s Employment Generation Programme (PMEGP), Micro and Small Enterprises-Cluster Development Programme (MSE-CDP), Credit Guarantee Scheme for Micro and Small Enterprises (CGTMSE), Self-Reliant India (SRI) Fund. Entrepreneurship and Skill Development Programme (ESDP), MSME Champions Scheme. For marketing and exports promotion, assistance is provided under schemes such as, Procurement & Marketing Scheme and International Cooperation Scheme, which facilitate participation of MSMEs in exhibitions, trade fairs, and buyer-seller meets.: 2 :
(c): Government has taken several measures to facilitate the integration of MSMEs with supply chains including defense and manufacturing supply chains and has notified the Public Procurement Policy for Micro and Small Enterprises (MSEs), to enhance market access for MSEs. Under this Policy, Central Ministries, Departments and Central Public Sector Enterprises (CPSEs) are mandated to procure a minimum of 25% of their annual procurement from MSEs, including 4% from MSEs owned by SC/ST entrepreneurs and 3% from MSEs owned by women entrepreneurs. Specialized Vendor Development Programmes organised in association with Central Public Sector Enterprises facilitate linkages and enabling their participation in supply chains, including defence and manufacturing sectors.
(d): Government has taken several steps to enhance the competitiveness and skill development of MSMEs through various schemes. These include initiatives such as, the MSME Champions Scheme which includes ‘MSME-Sustainable (ZED)’, ‘MSME Competitive (LEAN)’ and ‘MSME-Innovative’ (Incubation, Design & IPR),which aim to improve productivity, quality standards and technological capabilities of MSMEs, thereby enhancing their competitiveness, Skill development is promoted through Entrepreneurship and Skill Development Programmes
(ESDP) Scheme. In addition, under PM Vishwakarma scheme, beneficiaries are provided basic and advanced skill training The Ministry has established Technology Centres (TCs) and Extension Centres (ECs) across the country, which provide services such as technological support, skilling and consultancy to MSMEs. Further, to strengthen the MSME ecosystem and enhance their competitiveness, the following measures have been announced in Union Budget 2026-27:
(i) Equity Support: establishment of a dedicated ₹10,000 crore SME Growth Fund and a ₹2,000 crore top-up to the Self-Reliant India Fund;
(ii) Liquidity Support through Trade Receivables Discounting System (TReDS);
(iii) Facilitation of professional institutions to develop ‘Corporate Mitras’ to assist MSMEs in meeting compliance requirements at affordable costs. *****
