Credit Guarantee Scheme for Micro and Small Enterprises:

Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) whether the Government has taken steps to provide dedicated support to stone-art, marble and
mineral-based MSMEs in Rajsamand, Kishangarh, and Makrana in Rajasthan;
(b) the number of MSMEs registered under Udyam Portal in Rajasthan and the sector-wise
distribution thereof;
(c) whether any special credit or technology upgradation schemes are being provided to artisans and
small-scale mining enterprises; and
(d) if so, the outcomes and coverage under such schemes in Rajasthan since Financial Year 2023?

(a) to (d): The Central Government supplements the efforts of the States/UTs through various
schemes, programmes and policy initiatives for promotion, development of MSMEs in the country
including Rajasthan. The schemes are operational in all the states and UTs of the country. These
schemes/ programmes include Prime Minister's Employment Generation Programme, Credit Guarantee
Scheme for Micro and Small Enterprises, PM Vishwakarma scheme, Entrepreneurship & Skill
Development Programme scheme, Micro and Small Enterprises - Cluster Development Programme,
Raising and Accelerating MSME Performance, MSME Champions Scheme, Self Reliant India (SRI)
Fund scheme, etc.
In state of Rajasthan total 37, 64,099 MSMEs registered under Udyam & UAP since 1/07/2020 to
15/07/2025, the sector-wise distribution is at Annexure -1.
The following Schemes implemented by Ministry of MSME are Central Sector and demand
driven Schemes:
(i). Ministry of MSME is implementing Micro and Small Enterprises Cluster Development
Programme (MSE-CDP) with the objective to enhance the productivity and competitiveness of
Micro and Small Enterprises (MSEs) by extending financial assistance for establishment of
Common Facility Centers (CFCs) and creation and up-gradation of industrial estates.
Establishment of Flatted Factory Complexes is also supported under the scheme. For CFCs,
Government of India Grant is up to 80%, upper limit of Project cost is Rs. 30 crore whereas, for
ID projects Government of India Grant is up to 70%, upper limit of Project is Rs. 15 crore.
A project for setting up of Common Facility Centre (CFC) in Stone Carving Cluster, Pindwara,
Sirohi District, Rajasthan under Micro & Small Enterprises – Cluster Development Program
(MSE-CDP) approved in year 2025 at a project cost of Rs 916.10 Lakh having GoI contribution
of Rs 641.27 Lakh.: 2 :
(ii). Credit Guarantee Scheme for Micro and Small Enterprises: The Ministry of Micro, Small
and Medium Enterprises and Small Industries Development Bank of India (SIDBI) jointly
instituted Credit Guarantee Trust Fund for Micro and Small Enterprises (CGTMSE) in the year
2000, to provide credit guarantees for loans extended by Member Lending Institutions (MLIs) to
Micro and Small Enterprises (MSEs), without requiring collateral security or third-party
guarantees. CGTMSE implements the Credit Guarantee Scheme (CGS) for MSEs.
