SUPPORT TO MSMEs IN ODISHA
3215. SHRI SUKANTA KUMAR PANIGRAHI:
Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) the progress made under equity support mechanisms, including the Self-Reliant India (SRI)
Fund, for providing growth capital to Micro, Small and Medium Enterprises (MSMEs), along with
the funds allocated, sanctioned, disbursed and expenditure incurred, district-wise in Odisha;
(b) the onboarding progress of MSMEs under the MSME Trade Enablement and Marketing
(TEAM) initiative and its integration with Open Network for Digital Commerce (ONDC) for
enhancing market access, along with the budget allocated and expenditure incurred district-wise;
(c) the achievements under the MSME Champions Scheme, including ZED Certification, Lean
Manufacturing and quality improvement initiatives, district-wise; and
(d) the measures taken by the Government to address credit gaps, delayed payments through
Trade Receivables Discounting System (TReDS)/Samadhaan and compliance challenges faced by
MSMEs in Odisha?
ANSWER

(a): As on 30.6.2026, total equity infusion of Rs. 20,004 crore has been made by the Government
under Self Reliant India (SRI) Fund including private equity to 766 Micro, Small and Medium
Enterprises (MSMEs) across India. The district-wise details of MSMEs supported under SRI Fund in
Odisha till 30.06.2026, are given below:

(b): Since inception in 2022 till 31.07.2026, a total of 2,074 Micro and Small Enterprises (MSEs)
have been registered in Odisha under Trade Enablement and Marketing (TEAM) scheme, of which
520 MSEs have been onboarded on to Open Network for Digital Commerce (ONDC).: 2 :
(c): The Ministry implements MSME Champions scheme with the objective to support MSMEs in
modernizing their processes, reducing wastages, sharpening their business competitiveness etc. The
details of district-wise achievements under the MSME Sustainable (ZED) Certification Scheme and
MSME Competitive (LEAN) Scheme under MSME Champion scheme in Odisha since launch of the
scheme are at Annexure.
(d): The Government has taken following measures to address credit gaps and delayed payments
for MSMEs across the country, including in Odisha: -
(i) The Government, inter-alia, implements various schemes and programmes such as Pradhan
Mantri Mudra Yojana (PMMY), Credit Guarantee Scheme (CGS) for Micro and Small
Enterprises (MSEs), Prime Minister's Employment Generation Programme (PMEGP) to
facilitate access to credit to MSMEs.
(ii) The Ministry of MSME vide notification dated 07.11.2024 has mandated CPSEs and all
companies with the turnover of ₹250 crore or more to on-board on any one of the Trade
Receivables Discounting System (TReDS) platforms authorized by the RBI.
(iii) The Ministry of MSME vide notification dated 30.06.2026 has mandated all CPSEs to route
the settlement of invoices through any of the TReDS platforms authorized by the RBI.
(iv) The Ministry of MSME has launched SAMADHAAN 2.0 Portal on 27.06.2026
(http://samadhaan.msme.gov.in/MyMSME/MSEFC/MSEFCWelcomer.aspx.) for monitoring
of outstanding dues of the CPSEs to the Micro and Small Enterprises.
(v) The Ministry of MSME has launched Online Dispute Resolution (ODR) portal on 27.06.2025
with the objective of ensuring speedy, cost effective and transparent resolutions of delayed
payment disputes involving Micro and Small Enterprises. Introduction of a pre-litigation,
dialogue-based mechanism under the ODR framework encourages voluntary mediation,
conciliation or negotiation between the buyer and the seller before the matter proceeds for
formal adjudication by Micro and Small Enterprises Facilitation Councils.
