Parliament Question: Survey of Beneficiaries Satisfaction under PM-SGMBY

GOVERNMENT OF INDIA MINISTRY OF NEW AND RENEWABLE ENERGY LOK SABHA UNSTARRED QUESTION NO. 2889 ANSWERED ON 05.08.2026 SURVEY OF BENEFICIARIES SATISFACTION UNDER PM-SGMBY 2889. SHRI ARUN GOVIL Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) the number of applications received for solar rooftop installations during the last five years along with the number of solar rooftops sanctioned and installed, year-wise; (b) whether the Government has conducted any study/survey regarding implementation of Pradhan Mantri- Surya Ghar Muft Bijli Yojana (PM-SGMBY) and satisfaction of the beneficiaries and public awareness with regard to scheme and if so, the details thereof; (c) the solar rooftop capacity installed so far under the Scheme and the estimated power generation therefrom; (d) whether the cost of solar rooftop systems has come down, if so, the details thereof and the time period by which the subsidy is disbursed to the consumers; (e) whether there is any proposal to reduce this period further and if so, the details thereof; and (f) the number of solar rooftops installed under the scheme in Meerut-Hapur Lok Sabha constituency along with the number of complaints received and the manner in which these complaints have been redressed? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK) (a): The Ministry of New and Renewable Energy launched Grid-Connected Rooftop Solar Phase-II in March 2019, which was later subsumed in PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY), launched in February 2024. Both the schemes are demand driven and during last five years i.e. from 2021-22 to 2025-26 a total of 33,28,814 rooftop solar (RTS) system reported installed under these schemes. The year-wise details is given below: Year RTS systems installed (Nos.) 2021-22 1,62,268 2022-23 1,51,192 2023-24 2,72,046 2024-25 8,72,724 2025-26 18,70,584(b): Implementation of the PMSG: MBY is being reviewed through regular monitoring of the progress of the scheme at different levels including with states, DISCOMs and Banks. Feedback of different stakeholders is also being taken to improve the implementation process by taking suitable measures. In addition, regional review meetings are being conducted from time to time. While the electricity bills of consumers with installed RTS under the scheme have been largely reduced, over 18.93 lakh beneficiaries have been reported by DISCOMs across the country, to receive zero electricity bill after installation of RTS systems under the scheme during any month/billing period, depending on their self-consumption of electricity. Further, the Ministry of New & Renewable Energy (MNRE) has already undertaken measures to create awareness about the scheme through outreach and awareness programs such as print advertising in leading newspapers, TV commercial campaigns, Radio campaigns across FM stations, including regional channels, etc., across the country. (c) Under the scheme, since its launch in February 2024, a total capacity of 14,653.23 MW has been installed, as on 31.07.2026. It has been estimated that RTS installation in one crore households under the scheme may produce renewable electricity of 1,000 billion units during the 25 years of lifetime of the RTS systems. (d) & (e) The benchmark cost for a 3 kWp capacity RTS system has been reduced from Rs. 75,000/- per kWp in 2016 to Rs. 50000/- per kWp in 2024 at the time of launch of the PMSG: MBY. However, the actual cost of installation depends upon various parameters such as solar PV technology involved, location of the site and its terrain, logistics required, height of structure, etc. Under the PMSG: MBY, the entire process from application to Central Financial Assistance (CFA) disbursal is online through the National Portal. Efforts have been taken to disburse the subsidy within shortest possible time. With all credentials are entered correctly on the National portal, the average time taken in releasing the CFA is around 15 days after redemption request made by the consumer. (f) Under the scheme, since its launch in February 2024, a total of 16,481 rooftop solar (RTS) systems have been installed in the Meerut-Hapur Lok Sabha constituency, as on 31.07.2026. Under PMSG: MBY, the MNRE has received several complaints regarding empanelled vendors, delays in subsidy disbursal, net-metering, etc. Such complaints are taken up with the concerned vendors, DISCOMs and other authorities for timely resolution. *****
