(a) whether any recent survey or assessment has been conducted on the condition of
farmers affected by drought deficient rainfall and water scarcity in the Banda and Chitrakoot
districts of Uttar Pradesh, if so, the details thereof;
(b) whether any special schemes have been introduced for the expansion of irrigation
facilities, crop diversification, and promotion of coarse grains and natural farming in the said
area, if so, the details thereof;
(c) whether any proposal is under consideration for providing a special package or
assistance to farmers of the Banda Chitrakoot areas and if so, the details thereof;
(d) whether the Government has made any assessment regarding the potential impact of
these measures on farmers income agricultural productivity and the rural economy in the
region; and
(e) if so, the details thereof and if not, the reasons therefor?

(a): As informed by the State Government of Uttar Pradesh, in case of drought, heavy rainfall
or any other natural calamities, a survey of farms is done by the State Department of
Agriculture and State Department of Revenue. Thereafter, as per Government orders and
established procedure, farmers are provided with relief or those farmers covered under
PMFBY are assisted accordingly. There is no situation of drought in either Banda or
Chitrakoot.
(b) to (e): The Government of India launched "Pradhan Mantri Krishi Sinchayee Yojana
(PMKSY)" in Financial Year 2015-16 with an aim to enhance physical access of water on
farm and expand cultivable area under assured irrigation, improve on farm water use
efficiency, introduce sustainable water conservation practices etc. Har Khet Ko Pani (HKKP)
is one of the components of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY). The
scheme of Surface Minor Irrigation (SMI) and Repair, Renovation & Restoration (RRR) of
Water Bodies has now become a part of PMKSY-HKKP. DoWR, RD&GR under Ministry of
Jal Shakti provides Central Assistance (CA) to States for creation and restoration of
Irrigation Potential (I.P.) under the SMI and RRR of Water Bodies schemes.Further, continuation of PMKSY-HKKP for the FY 2021-22 to FY 2025-26 has been
approved by Union Cabinet in Dec, 2021 with a budget outlay of Rs. 4580 crores and
targeted irrigation potential of 4.50 lakh-ha for SMI and RRR of WBs schemes.
Subsequently, in January 2025, the Department of Expenditure (DoE), Ministry of Finance,
conveyed the allocation of an additional Rs. 900 crores for the SMI and RRR of Water
Bodies components under the PMKSY-HKKP.
To increase the farmers income, agricultural productivity and the rural economy,
Pradhan Mantri Dhan-Dhanya Krishi Yojana is being operated in both the districts of Banda
and Chitrakoot. State Govt. of Uttar Pradesh is implementing National Food Security &
Nutrition Mission (NFSNM) - Coarse Cereals and NFSNM -Nutri Cereals in Banda and
Chitrakoot Districts of UP.
