Rajasthan;
(d) whether the SVAMITVA data has been effectively utilised for planning infrastructure or
welfare schemesat the village level;
(e) if so, the details of such use cases and number of villages covered under SVAMITVA,
State-wise especially in the State of Rajasthan, Tripura and Maharashtra particularly in
Jalgaon;

(a) Yes sir, the SVAMITVA Scheme has transformed land ownership and economic in
rural India inlast five years, the detailsare asunder:
Ministry of Panchayati Raj is implementing SVAMITVA Scheme to provide Record
of Rights to village propertyowners. The scheme aimsto demarcate inhabited(Abadi)land in
rural areas through the latest drone survey-technology through the collaborative effort of the
Ministry of Panchayati Raj, State Revenue Departments, State Panchayati Raj Departments
and Survey of India. The scheme hasmultiple objectives enabling bank loan against property
card, reducing property related disputes and comprehensive village level planning. As on
17thJuly 2025, drone survey has been completed in 3.23 lakh villages, 2.56 crore property
cardshave been preparedfor 1.69lakh villages. Drone survey issaturated inAndhra Pradesh,
Madhya Pradesh, Uttar Pradesh, Chhattisgarh, Delhi, Kerala and Ladakh. The scheme has
been saturated in Haryana, Uttarakhand, Puducherry, Goa, Tripura, Dadra Nagar Haveli
Daman,LakshadweepandA&N Island.
(b) SVAMITVA Scheme has led to the creation of 1:500 scale maps of village Abadi
areas. These mapsare availableonGram Manchitra applicationof Ministry of PanchayatiRaj
and are used by the Panchayats in planning and monitoring of assets. In the state of
Maharashtra, SVAMITVA has also lead to the updating of property registers, which has lead
toaccurateassessment andappropriation of propertytax.
(c) Under SVAMITVA Scheme, 2.56 Crore property cards have been prepared in 1.69
lakh villages. In Rajasthan, 11.2 lakh property cards have been prepared in 14 thousand
2villages, State/UTwise detailsare annexedat Annexure-I.
(d) and(e) Yes, SVAMITVA Data has been effectively utilized for planning
infrastructure or welfare Schemes at the village level. In Tripura, 5.71 lakh propertycards are
prepared in 893 villages and in Maharashtra, 28.3 lakh property cards are prepared for 17
thousand villagesandinJalgaon 1.04 lakh propertycardsare preparedin497 villages.
Gram Manchitra is a geospatial application developed by the Ministry of Panchayati Raj to
empower Rural Local Bodies (RLBs) in effective planning, monitoring, and better decision-
making for Gram Panchayat Development Plan. This application contains certain geospatial
tools like Proximity Analysis, Asset Planning tool, Street lights estimation tool, Vehicle
Route Possibility tool,Assessment of Solar Energy Potential tool, andProperty tax calculator
tool developed in Gram Manchitra that uses the SVAMITVA Data, the use-cases for which
are asbelow:
1. Proximity Analyses tool: Proximity (Buffer) Analyses can be used in decision-
makingfor planningof anyasset’snewlocationin RLBs
2.Asset Planning Tool: Road construction cost can be estimated for the proposed roads
inthe Rural localbodies.
3. Streetlights estimation Tool: Estimation and Sufficiency of Streetlights can be
estimatedusing SVAMITVAMaps
4. Vehicle Possibility Route Tool: Assessment of Vehicle Navigability for roads for
reducingresponse time incase of emergency.
5. Assessment of Solar Solar Energy Potential Tool: Based on type and area of Roof-
topsof propertyparcels, SolarEnergy Potentialof houses canbe assessed.
6. Property tax Calculator Tool: helps the Rural local bodies in estimation of own
source of Revenue (OSR).
(f) Presently there is no proposal to extend the scope of SVAMITVAscheme beyond 31
March 2026.
(g) Under the SVAMITVA Scheme, drone survey has been completed in 31 villages
across five districts of the NCT of Delhi. However, no Property Cards have been prepared so
far, includinginthe Northwest LokSabhaconstituency.
(h) Yes, the implementation of the SVAMITVA Scheme has led to measurable
improvement. It has facilitated easier access to credit for rural property owners, who are now
able to secure loans from banks using Property Cards as proof of ownership. As informed by
D/o Financial Services vide letter dated15thMay 2025, bank loans worth Rs 1307 Crore have
beensanctionedacross variousStates/UTs onSVAMITVApropertycards.
3(i) All high-resolution drone images generated of rural abadi areas under SVAMITVA
Scheme are being integrated with Gram Manchitra application of the Ministry. These digital
images provide decision support system to Gram Panchayats to facilitate Gram Panchayats
development Plan (GPDP). The Ministry is also drawing up a program for the capacity-
building and training of Panchayat representatives and functionaries of State/UTs in the use
of Gram Manchitra application for effective utilization of SVAMITVA generated data for
integratedRural development andplanning.
