ANSWER THE MINISTER OFSTATE FORPANCHAYATI RAJ (PROF. S.P. SINGH BAGHEL) (a) Panchayat is a State subject and the Ministry of Panchayati Raj (MoPR) supplements and complements the efforts of State Governments, including fund support under the schemes towards strengthening and efficient functioning of the Panchayati Raj Institutions (PRIs) on a continuousbasis. 1The MoPR isimplementing the following schemes: i. Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) with the primary objective of strengthening Panchayati Raj Institutions (PRIs) by way of capacity building and training of the Elected Representatives (ERs) and their functionaries, and providinginfrastructural support like Gram PanchayatBhawan andcomputerization, ii. Incentivization of Panchayats (IoP), a central component of the RGSA scheme, to encourage a competitive spirit among PRIs, under which awards, including financial incentives, are given to the best-performing Panchayats in recognition of their good work in improvingservice delivery andpublic welfare,and iii. Mission ModeProjectone-Panchayats(MMP-ePanchayat),a centralcomponentof the RGSA scheme, under which various e-governance projects are funded to promote the digitalization of Panchayats, bringing efficiency, accountability, and transparency to the functioningof PRIsandcontributing totheiroveralltransformation. These schemes are implemented for all rural local bodies in all the States/UTs in the Country includinginthe Satna district of Madhya Pradesh. Further, a Central Sector Scheme of Survey of Villages and Mapping with Improvised Technology in Village Areas (SVAMITVA) is also being implemented in the State of Madhya Pradesh along with most of other States/UTs to provide the ‘Record of Rights' to village households owning houses in villages. Under the scheme,property cards are provided to the household owners after drone survey, with the objective, inter alia, to reduce property disputes. In Madhya Pradesh, drone survey has been saturated in 43,014 inhabited (Abadi) villages and 43 lakh property cards have been prepared for nearly 37,000 villages. In Satna District, drone survey has been completed in 857 inhabited villages and 27,360 property cardshave beenpreparedfor 553villages. The Gram Panchayats prepare their Gram Panchayat Development Plans (GPDP) for the development of the Panchayats by using resources at their command and by way of convergence of resources from various sources. For this the elected representatives are imparted training under the RGSAscheme. Since 2022-23 and till date 6,15,600 cumulative numberof electedrepresentativeshave beenimpartedtrainingonvarioussubjects andthemes including preparation of GPDP in Madhya Pradesh. In Madhya Pradesh, 23,005 Gram Panchayats (of the total 23,011) prepared and uploaded their GPDPs on eGramSwaraj portal 2developed under e-Panchayat MMP Scheme. Besides, the applications such as Meri Panchayat, AuditOnline, integration of eGramSwaraj with Public Fund Management System (PFMS) and GeM platform etc. has brought in transparency and efficiency in governance at the grassroots level.
