Will the Minister of PANCHAYATIRAJ be pleased to state
(a) whether Government is aware that West Bengal has chosen not to implement the Survey
of Villages and Mapping with Improvised Technology inVillage Areas (SVAMITVA) Yojana
citingthe existence of prior rural Abadi records;
(b) whether maintenance of such legacy records is a valid ground under the scheme
guidelinesfor non- implementation;
(c) whether Government has assessed the accuracy, digitisation and legal robustness of these
recordsvis-à-visSVAMITVApropertycards; and
(d) whether the Union Government has advised the State to integrate or upgrade existing
recordsunderthe SVAMITVAframework toensure uniform propertyrightsandbenefits?

(a) to (d) Yes sir, the Government is aware that the State of West Bengal has not taken up
implementation of the SVAMITVA Scheme, citing the availability of existing rural Abadi-
related records maintained by the State. ‘Land’ is a State subject, and the consent of the
State Government to the implementation of SVAMITVA scheme is necessary. The
preparation and distribution of property cards prepared under SVAMITVA Scheme in States
thatare implementingit isthe responsibility of theStateGovernment alongwith the accuracy,
digitizationandlegal robustness of records.
