Parliament Question: Target for Construction of Roads under PMGSY

Shri DharmendraYadav: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Pradhan Mantri Gram SadakYojana (PMGSY) has fallen short of its target in constructing roads in rural areas, if so, the reasons therefor; (b) the number of villages in the country that are still deprived of road connectivity under the said scheme and the time by which the said villages likely to be connected; (c) whether complaints have been received in several States regarding the quality of roads construction under the PMGSY; (d) if so, the steps taken by the Government to investigate and redress the said complaints; (e) the details of funds released for the said scheme, along with the percentage of the funds actually spent, year and State- wise; and (f) whether the Government proposes to formulate an independent agency to evaluate and monitor the progress of the said scheme and if, so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): A total of 8,39,322 km of road length has been sanctioned under all verticals/ interventions of Pradhan Mantri Gram SadakYojana (PMGSY) since its inception to till 4th December, 2025 and 7,86,762 kms road length has been completed. The State/UT- wise status of construction and upgradation of rural roads under various interventions/verticals of PMGSY, since inception till date (as on 3.12.2025) may be accessed on the programme website athttps://pmgsy.dord.gov.in/ > Progress Monitoring -> State Abstract Report. The timeline for completion of ongoing works under PMGSY I (in Chhattisgarh), PMGSY II, III and Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA) is March 2026. (b): The Unit for connectivity under PMGSY-I is ‘Habitation’ and not a Revenue Village or Gram Panchayat or hamlet. A total of 1,63,302 habitations have been sanctioned and out of which, 1,62,775 habitations have already been provided connectivity in various States/ UTs. Thus, 99.68% of targeted habitations have been provided all-weather road connectivity. The timeline for completion of works under PMGSY I for the above States was March, 2025 (except Chhattisgarh). The State/UT-wise details may be accessed at programme website https://pmgsy.dord.gov.in/-> Progress Monitoring -> Habitation Coverage under PMGSY. (c) & (d): ‘Rural Roads’ is a state subject. As per PMGSY guidelines, ensuring the quality of road works is the responsibility of the respective State Governments who are implementing the programme. However, in order to monitor the quality of roads being constructed under the programme, a three-tiered quality control mechanism, i.e. the Project Implementation Units (PIUs) as the first tier, State Quality Monitors (SQMs) as the second tier and National Quality Monitors (NQMs) as the third tier, is in place under PMGSY to ensure quality in construction of road works and the durability of road assets. Guidelines to regulate the quality control process have been issued to States from time to time. Online Management Monitoring and Accounting System (OMMAS) is used for monitoring the progress and quality of PMGSY projects assessed by independent quality monitors that helps in real time monitoring and brings transparency in ensuring the quality infrastructure in rural areas. To address public complaints, the Government has also launched the MeriSadak mobile application, enabling citizens to report damaged roads or incomplete construction. The app links users directly with authorities under the Pradhan Mantri Gram SadakYojana (PMGSY) for timely resolution of issues. (e): The funds for the implementation of the scheme are released by the Ministry to the State as a whole. The funds to the States are released on the basis of works in hand, their execution capacity & performance and unspent balances of the previous releasesavailable with them. Funds are released by the Ministry to the consolidated fund of the State Government. Further district and sub- district wise releases are made by the State Government. (f): Various independent evaluation studies have been conducted by NITI Aayog, Indian Institute of Management, Ahmedabad (IIM-A), World Bank and International Labour Organization (ILO), on PMGSY, which have concluded that PMGSY has helped in better access of marketplace for the rural masses and generated employments in various forms. It has also helped in improving socio-economic conditions of people living around the area. Thus, it has helped in removing poverty and unemployment. The scheme has profoundly impacted agriculture, health, education, urbanization and employment generation.
