(d) whether the Government has identified key regions or clusters for development in the textile industry
and the steps being taken to enhance their infrastructure productivity; and

(a) to (c): The textile industry is one of the largest source of employment generation in the country
directly employing more than 45 million persons. The Government of India is implementing various
schemes/initiatives aimed at generating the employment opportunities in the textile sector. The major
schemes/initiatives include PM-Mega Integrated Textile Regions and Apparel (PM-MITRA) Parks
Scheme which seeks to create a modern, integrated large scale, world class industrial ecosystem, which
attract investments and boosting employment; Production Linked Incentive (PLI) Scheme for Textiles
focusing on Man Made Fiber & Apparel, and Technical Textiles to boost large scale manufacturing and
enhancing competitiveness; National Technical Textiles Mission focusing on Research Innovation &
Development, Promotion and Market Development, Skilling and Export Promotion; SAMARTH-
Scheme for Capacity Building in Textile Sector with the objective providing demand driven, placement
oriented, skilling program; Amended Technology Upgradation Fund Scheme (ATUFS) to incentivize
technology upgradation and modernization through capital investment subsidy for eligible investment in

(d) & (e): To develop integrated large scale and modern industrial infrastructure facility for entire
value chain of the textile industry, the Government has finalised 7 sites viz. Tamil Nadu (Virudhnagar),
Telangana (Warangal), Gujarat (Navsari), Karnataka (Kalaburagi), Madhya Pradesh (Dhar), Uttar
Pradesh (Lucknow) and Maharashtra (Amravati) for setting up PM-MITRA Parks. These parks aim to
enable the textile industry to become globally competitive and attract large investment and boost
employment generation including women and marginalised communities in the textile sector.
