Will the Minister of JAL SHAKTI be pleased to state:
(a) whether the Government has achieved the targets set under the Jal Jeevan Mission in Uttar
Pradesh and if so, the details thereof;
(b) the status of Functional Household Tap Connections (FHTCs) provided under the Mission
in Prayagraj district during the last three years;
(c) the details of the funds allocated, released and utilised under the Mission in Uttar Pradesh
during each of the last three financial years;
(d) whether any deficiency or delay has been reported in the implementation of the Mission in
Uttar Pradesh, particularly in Prayagraj district, and
(e) if so, the details thereof along with the steps taken to address the said issue?

(a) Government of India is committed to make provision for safe & potable tap water supply
in adequate quantity (55 lpcd), of prescribed quality and on a regular & long-term basis to all
rural households in the country. Towards this end, the Government of India launched the Jal
Jeevan Mission (JJM), to be implemented in partnership with States/ UTs in August 2019.
Drinking Water is a state subject, and hence, the responsibility of planning, approval,
implementation, operation, and maintenance of drinking water supply schemes, including those
under JJM, lies with State/UT Governments. The Government of India supports the States/UTs
by providing technical and financial assistance.
Significant progress has been made in the country since the launch of Jal Jeevan
Mission, towards enhancing access to tap water to rural households. At the start of Jal Jeevan
Mission in August 2019, only 3.23 Crore (16.72%) rural households were reported to have tap
water connections. So far, as reported, more than 12.55 crore additional rural households have
been provided with tap water connections under JJM. Thus, as on 28.01.2026, out of 19.36
Crore rural households in the country, more than 15.79 Crore (81.57%) households are reported
to have tap water supply in their homes.

5.16 lakh (1.93%) rural households had tap water connections. Since then, around 2.38 Crore
rural households have been provided with tap water connections. Thus, as on 28.01.2026, out
of 2.67 Crore rural households in the State, 2.43 Crore (91.04%) households are reported to
have tap water supply.
(b) The status of Functional Household Tap Connections (FHTCs) provided under the Mission

(c ) The details of the funds allocated, released and utilised under the Mission in Uttar Pradesh
during each of the last three financial years are also available on the above-mentioned link.
(d) As informed by the State of Uttar Pradesh, the main reasons for delay regarding the work
of JJM in the state including Prayagraj district are covid-19 Pandemic, delay for getting NOCs
from Different Departments (like Railways, NH, PWD and expressway) for crossing of
pipeline or drain/road cutting, delay for acquiring Land for the project, non-availability of
timely material (like D.I. Pipe etc).
(e) A number of steps have been taken to plan and implement JJM in the whole country
including Uttar Pradesh, with speed, inter alia, including joint discussions and finalization of
saturation plans and annual action plans (AAP) of States/ UTs, regular review of
implementation, workshops/ conferences/ webinars for capacity building, training, knowledge
sharing, field visits by multi-disciplinary team to provide technical support, etc. A detailed
Operational Guideline for the implementation of JJM; Margdarshika for Gram Panchayats &
VWSCs to provide safe drinking water in rural households and Guidelines on a special
campaign to provide piped water supply in anganwadi centres, ashramshalas and schools have
been shared with States/ UTs to facilitate effective planning and implementation of Jal Jeevan
Mission. For online monitoring, JJM–Integrated Management Information System (IMIS) and
JJM–Dashboard has been put in place.
