Shri P V Midhun Reddy: Dr. Gumma Thanuja Rani: Will the Minister of EDUCATION be pleased to state: (a) whether the Central Government has taken cognizance of reports and representations alleging irregularities in the Mega District Selection Committee (Mega DSC) teacher recruitment examination conducted in Andhra Pradesh, including allegations relating to question paper security, recruitment procedures and sports quota appointments, if so, the details thereof; (b) whether the Central Government has sought any report or clarification from the Government of Andhra Pradesh or any other agency regarding the allegations and if so, the details and present status thereof; (c) whether the Central Government has any mechanism to monitor or standard guidelines or protocols for ensuring transparency, confidentiality and integrity in large-scale teacher recruitment examinations conducted by States and if so, the details thereof; (d) whether the Government maintains any database of reported irregularities in State-level recruitment examinations and the action taken thereon; and (e) whether the Government proposes to issue any advisory or framework to States to strengthen examination security, prevent paper leaks and ensure transparency/accountability during recruitment in large-scale public requirement/examinations and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) to (e) Education being a subject in the Concurrent List of the Constitution, the majority of schools in the country are under the administrative control of the respective State Governments and Union Territory Administrations. Accordingly,matters relating to recruitment, service conditions and deployment of teachers fall within the administrative domain of the concerned States/UTs. Ministry of Education advises every State and UT to follow a transparent, robust and preferably online system of teacher’s recruitment and transfer. Further, to bring transparency, fairness and credibility to public examination, and to deter irregularities, the Public Examinations (Prevention of Unfair Means) Act, 2024 has been enacted by the Parliament. The Statement of Objects and Reasons, in the Public Examinations (Prevention of Unfair Means) Bill, 2024, clearly provided that the Bill shall serve as a model draft for States to adopt at their discretion. *****
