Parliament Question: Technical and Operational Difficulties in UMEED Portal

Will the Minister of MINORITY AFFAIRS be pleased to state: -

(a) whether the Government has taken note of the technical and operational difficulties reported by various State Waqf Boards including the Kerala Waqf Board in uploading Waqf property records to the Central UMEED Portal and if so, the details thereof;

(b) the details of the total number of Waqf properties registered and uploaded on the UMEED Portal, State-wise along with the reasons for the delay in completion of the digitisation process; and

(c) the details of the measures taken or proposed to be taken by the Government to address technical glitches, extend implementation timelines and ensure seamless integration of State Waqf Board records with the UMEED Portal? ANSWER THE MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU)

(a) and (b) As per Section 3(ka) of the Unified Waqf Management, Empowerment, Efficiency and Development (UMEED) Act, 1995, as amended by Waqf (Amendment) Act, 2025, the UMEED Central Portal-2025 has been developed and launched on 06.06.2025 by the Ministry of Minority Affairs for uploading details of waqf, registration of new waqf, and for facilitating the overall management and governance of waqf properties in a transparent manner. The Act mandates that detail of all existing waqf registered prior to the commencement of the Act to be uploaded on the Portal within a period of six months.

Following the launch of the portal, certain intermittent technical and operational issues were reported by some users, particularly during the initial phase and during periods of high concurrent usage. These issues were almost uniform across all States/UTs including the state of Kerala and were largely transitional and operational in nature.

The issues arose primarily due to digitization of large volumes of legacy data, variations in internet connectivity at the user-end, differing levels of digital preparedness among field-level functionaries, and gaps in the availability of records with certain State Waqf Boards. The issues reported included occasional login delays attributable to user-end connectivity and non- submission of certain mandatory documents.

While the number of uploads made on the portal during the initial months was relatively modest, a substantial increase in uploads was observed subsequently, particularly as the six month deadline approached. To cater to such increased user traffic, the Ministry took necessary measures to augment the server capacity for ensuring smooth and uninterrupted functioning of the portal. As on 07.08.2026, a State/UT wise Waqf Progress Report on the UMEED Central Portal-2025 is at Annexure-I.

(c) As per Section 3-B(1) of the UMEED Act, 1995, every waqf registered under this Act, prior to the commencement of the Act, shall file the details of the waqf and the property dedicated to the waqf on the portal, within a period of six months, with a provision for further extension of up to six months by the Waqf Tribunal on sufficient cause being shown by the mutawalli. Thus, theAct provides for the seamless integration of State Waqf Board records and the Umeed Central Portal.

Further, as per statutory provisions available under the Act, extensions have been granted to those State/UT Waqf Boards that have sought such extension from the respective Hon’ble Waqf Tribunals/ High Courts after expiry of initial six months period for uploading details of waqf properties data on the portal.

A monitoring mechanism has also been built into the portal to continuously track the status of waqf properties uploaded, approved, pending or reverted. This mechanism enables early identification of bottlenecks, targeted technical support and focused compliance-oriented interventions.

Besides, the UMEED Helpdesk has been operational since the launch of the Portal, with a toll- free number (1800-11-0150) and an email address (support-umeed@gov.in) to handle UMEED Central Portal-related queries and to provide real-time assistance to users. All issues and queries are examined and addressed with necessary clarifications, remarks, and resolutions as and when received through the Helpdesk mechanism.
