SHRI BASTIPATI NAGARAJU: Will the Minister of LAW AND JUSTICE be pleased to state: (a) the details of Tele-Law consultations, Nyaya Bandhu registrations and the number of beneficiaries who received legal advice or pro bono legal assistance in Andhra Pradesh during the last three years, district-wise; (b) the details of Tele-Law and Nyaya Bandhu infrastructure in Andhra Pradesh, district-wise; (c) the details of legal literacy, awareness and outreach programmes conducted under Tele-Law and Nyaya Bandhu in Andhra Pradesh during the last three years, indicating the number of beneficiaries covered, district-wise; (d) the details of legal issues handled under Tele-Law and Nyaya Bandhu in Andhra Pradesh, along with the number of cases resolved, pending and referred to other authorities, district-wise and category-wise; and (e) the steps taken to strengthen the reach and utilisation of Tele-Law and Nyaya Bandhu services in Andhra Pradesh? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF LAW AND JUSTICE; AND MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS (SHRI ARJUN RAM MEGHWAL) (a) to (e): The Designing Innovative Solutions for Holistic Access to Justice (DISHA) Scheme has been continued as DISHA 2.0 as a Central Sector Scheme for the period of 2026-2031 for pan 1India implementation, including Andhra Pradesh. Under the Tele-Law Programme, a total of 3,00,096 free pre-litigation legal advice has been given through a network of 13,361 Common Service Centres (CSCs) in the State of Andhra Pradesh during the last three years. The district- wise and category-wise details of legal issues handled under the Programme are placed at Annexure-I and Annexure-II, respectively. Under the Tele-Law Programme, a total of 2,822 awareness camps were organised during last three years covering 72,942 beneficiaries in the State of Andhra Pradesh. Under Nyaya Bandhu (Pro-Bono Legal Services) Programme, advocates voluntarily provide legal assistance to marginalized and disadvantaged sections of society covered under Section 12 of the Legal Services Authorities (LSA) Act, 1987, through the Nyaya Bandhu Application (available iOS/Android/UMANG Platform) and Nyaya Bandhu web portal. During the last three years, 136 advocates from the Bar Council of Andhra Pradesh, including 3 advocates under the Pro-Bono Panel of High Court of Andhra Pradesh have registered under Nyaya Bandhu (Pro-Bono Legal Services) Programme. District wise case registration details by beneficiaries under Nyaya Bandhu Programme is placed at Annexure- III. The Pro-Bono Clubs Scheme under Nyaya Bandhu Programme has been implemented in 3 Law Schools in Andhra Pradesh, namely, Damodaram Sanjivayya National Law University, Vishakhapatnam, Vignan Institute of Law, Guntur and K.L.E.F. College of Law, Guntur. The information pertaining to the cases resolved, pending in courts and referred to other authorities and district wise information of Pro-Bono Advocates is not maintained.
