Will the Minister of COAL be pleased to state
(a) the details of coal blocks/mining areas proposed, identified, studied or taken up for exploration or extraction during the last ten years indicating their location, current status, and mode of allocation;
(b) the details of auctions/tenders conducted during the said period including notified reserve/floor price, number of bidders and the bid premiums/revenue-share percentages quoted for each mine indicating the number of bids received at each percentage level, excluding proprietary documents, mine-wise;
(c) the details of name of the successful bidder, final bid premium, contract value and tenure for each block;
(d) the extent of forest land diverted and number of trees cut, project-wise along with the statutory approvals and mitigation measures; and
(e) whether any litigation or regulatory proceedings are pending or have arisen in relation to any such coal mining project and if so, the details and the present status thereof? ANSWER MINISTER OF COAL AND MINES (SHRI G. KISHAN REDDY)
(a): With an objective to find new coal resources in the country, the Central Mine Planning and Design Institute Limited (CMPDIL) identifies and carries out the exploration of coal/ lignite blocks primarily through funding from the Ministry of Coal and also from the National Mineral Exploration and Development Trust (NMEDT) fund. The regionally explored, auctioned coal blocks are explored by the successful bidder itself. The details of coal/ lignite blocks taken up for exploration during last ten years, with their location and current status has been furnished and provided as Annexure I and II.
In the last ten years, a total of 213 coal blocks have been allocated by the Ministry of Coal.
The details of these coal blocks, including their allocation mode and current status is given in Annexure III.
(b) & (c): Prior to June 2020 when coal block auction for commercial purposes was introduced, a total of 10 tranches of auctions were held under the Coal Mines (Special Provisions) Act, 2015, and 36 coal blocks were successfully auctioned for captive use. Of these 36 auctioned 1coal blocks, 15 coal blocks were later surrendered/ terminated, and the remaining 21 coal blocks stand allocated so far.
Post introduction of coal block auction for commercial purposes in June 2020, a total of 131 coal blocks have been successfully auctioned in 12 tranches. Further, 5 additional blocks have been successfully auctioned, but have not been allocated to successful bidders as they have not completed the vesting conditions. The details of all coal blocks, including their notified reserve/ floor price, number of bidders and the bid premiums/ revenue-share is placed in Annexure IV.
(d): Diversion of forest land for coal sector projects is permitted only after obtaining due approval under the provisions of the Forest (Conservation) Act, 1980 [now Van (Sanrakshan Evam Samvardhan) Adhiniyam, 1980], subject to compliance with stipulated conditions.
Project-wise details indicating the extent of forest land diverted in respect of operational auctioned coal blocks, and blocks that have obtained Forest Clearance (from MoEF&CC) are placed at Annexure V.
Forest land diversion is allowed only after the grant of Stage-I and Stage-II Forest Clearance by the Ministry of Environment, Forest & Climate Change (MoEF&CC). User agencies are mandated to undertake Compensatory Afforestation, deposit the prescribed Net Present Value (NPV), and implement site-specific environmental and wildlife safeguarding measures. Tree felling for coal mines allocated is carried out in accordance with the provisions of the Van (Sanrakshan Evam Samvardhan) Adhiniyam, 1980 and the rules made thereunder after obtaining Stage-I and Stage-II Forest Clearances and subsequent annual tree-cutting permissions from the concerned State Forest Departments. Compliance with the stipulated conditions, including progress of afforestation and environmental safeguards, is monitored by the concerned State Forest Departments, the Regional Offices of the MoEF&CC, and through periodic reporting by coal companies under the administrative control of the Ministry of Coal.
Prior to the grant of Stage-II Forest Clearance, the identified land for Compensatory Afforestation (CA) is handed over to the concerned State Forest Department. Further, the Net Present Value (NPV) and other prescribed charges are deposited by the user agency with the competent authority. The NPV represents the monetary value of the ecological services lost due to diversion of forest land and is utilised for regeneration, protection and improvement of forest resources, including compensatory afforestation, in accordance with provisions of the Van (Sanrakshan Evam Samvardhan) Adhiniyam, 1980 and the rules made thereunder.
(e): As per the available records, there are 189 pending cases while 194 cases have been disposed of. Of these cases, in matters related to Bank Guarantee (BG) appropriation, 81 cases are pending, and 104 cases have already been disposed of. For cases concerning termination, 14 cases are pending, while 15 cases have been disposed of. In respect of compensation-related matters, there are 54 pending cases and 34 disposed cases. Under miscellaneous matters, 40 cases are pending, and 41 cases have been disposed of.
