Will the Minister of TEXTILES वस्त्र मंत्री
be pleased to state :
(a) whether the Amritsar, once a prominent centre of the textile industry in North India, has seen its
entire textile base vanish over decades, despite being known for its woollen mills, shawl weaving and
dyeing industry, which once provided livelihoods to lakhs and if so, the details thereof;
(b) whether the Government has taken any steps to revive the textile ecosystem in Amritsar and
considering its strategic location on international border, which often faces war-like situations, has been
denied continuous investment and infrastructure support due to security sensitivity; and
(c) whether the Government has consider setting up a Textile Mega Cluster, Common Facility Centres
(CFCs), or a Border Textile Promotion Package, including subsidies, skill development centres, and
export facilitation, to not only revive industry but generate massive employment for youth in border
villages of Amritsar to deserve a textile renaissance and if so, the details thereof?

(a) to (c): With a view to increasing investments, generating employment opportunities and
boosting exports in the textile sector, the Ministry is implementing Scheme for Integrated Textile Park
(SITP) to provide support for setting up textile parks with world-class, state-of-the-art infrastructure in
textile hubs across the country. The scheme was in implementation upto 31.03.2021, however, the
Scheme has now been subsumed under the umbrella Scheme of Textile Cluster Development Scheme
(TCDS) for completing ongoing projects only. Under SITP, in Punjab, 3 textile parks were sanctioned
and completed wherein a total GoI share of Rs.116 crore was released.
A subsidy of Rs 12,94,03,431 under ATUFS has been released to 70 no. of Textiles units in Amritsar
cluster as on 03.12.2025.
In addition, SIDBI has identified Amritsar as Technical Textile cluster for supporting MSMEs through
its focused Cluster Development Initiates.
Office of the Textile Commissioner, Govt. of India, Mumbai vide Office Order dated 12.11.2025 has
revamped the role and responsibilities of Powerloom Service Centres (PSCs), including PSC Amritsar by
transforming into " Integrated Textile and Apparel Development Centre” (ITADC) by way of upgrading
