Parliament Question: Textile Micro, Small and Medium Units

LOK SABHA UNSTARRED QUESTION NO. 2665 TO BE ANSWERED ON 04.08.2026 TEXTILE MICRO, SMALL AND MEDIUM UNITS 2665#. SHRI SATPAL BRAHAMCHARI: Will the Minister of TEXTILES वस्त्र मंत्री be pleased to state : (a) whether the textile micro, small and medium units require adequate financial and technical assistance for modern machinery, automation, quality improvement and competitive production in the Sonipat Lok Sabha constituency; (b) if so, the details of the projects approved, funds allocated and units benefited under the schemes for technology upgradation of textile MSMEs in Haryana during the last three years particularly in the Sonipat Lok Sabha Constituency; (c) whether the Government proposes to provide any special assistance package or concessional financial assistance for the purchase of modern machinery, digitisation, energyefficient equipment, quality certification and skill upgradation, if so, the details thereof; and (d) the details of additional measures being taken by the Government to enhance employment generation, increase exports and improve the competitiveness of the local textile industry through these initiatives? उत्तर ANSWER वस्त्र राज्य मंत्री (श्री पबित्र मार्घरे रटा) THE MINISTER OF STATE FOR TEXTILES (SHRI PABITRA MARGHERITA) (a) & (b): With a view to achieve the vision of generating employment and promoting exports by way of technology upgradation in textile sector through “Make in India’’ , Amended Technology Upgradation Fund Scheme (ATUFS) was launched in January 2016 which was valid till 31st March, 2022. Currently only committed liabilities are being cleared under ATUFS for UIDs generated till 31.03.2022. ATUFS scheme was implemented on Pan India basis. During the last three years, 183 cases under the ATUFS scheme from Haryana have been settled, and Capital Investment Subsidy (CIS) amounting to Rs.54.81 crore has been released to eligible units in the state. Out of these 183 cases, 14 cases pertain to the Sonipat Lok Sabha Constituency, where Capital Investment Subsidy amounting to Rs.3.79 crore has been released to eligible units. (c) & (d): Hon’ble Finance Minister, in her budget speech 2026-27, announced an Integrated Programme for textiles, with an objective to generate employment, increase exports and improve the competitiveness of textile industry. This programme includes a National Fibre Scheme for self-reliance in natural fibres, man-made fibres, and new-age fibres, a Textile Expansion and Employment Scheme to modernise traditional clusters with capital support for machinery, technology upgradation and common testing and certification centres, National Handloom and Handicraft programme to ensure targeted support for weavers and artisans, Tex-Eco Initiative to promote globally competitive and sustainable textiles and apparels; and Samarth 2.0 to modernize and upgrade the textile skilling ecosystem through collaboration with industry and academic institutions. *******
