TEXTILE PARKS AND EMPLOYMENT GENERATION

Will the Minister of TEXTILES वस्त्र मंत्री
be pleased to state :
(a) the details regarding progress under the PM MITRA Scheme;
(b) the details regarding number of Mega Textile Parks approved and their employment potential thereof;
(c) the details regarding support extended to handloom and powerloom sectors;
(d) whether export incentives for textile MSMEs have been strengthened by the Government;
(e) whether a textile cluster or garment manufacturing hub is proposed in Bhiwani– Mahendragarh Lok
Sabha Constituency by the Government to boost local employment; and
(f) if so, the details thereof?

(a): With an aim to develop large scale and integrated world class industrial facilities in the shape of
integrated textile parks and to help Indian textiles industry to build scale, reduce logistics costs and
improve its competitiveness, the Government has approved 7 (Seven) sites for setting up of PM MITRA
Parks, one each in Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Tamil Nadu, Telangana and Uttar
Pradesh.
Infrastructure works worth Rs 2,160.17 cr for providing external infrastructure till the park gates
have been started by the state governments and an expenditure of Rs. 564.72 cr has been incurred
so far. Detailed Project Reports worth Rs. 7,145 cr for PM MITRA Parks in Madhya Pradesh, Tamil
Nadu, Maharashtra and Telangana have also been approved. In Madhya Pradesh, 1140 acres of land has
been allotted to investors with a proposed investment of Rs 24,175 cr. In Tamil Nadu, 190.44 acres of
land have been allotted with proposed investment of Rs 2192 cr. In Telangana, an investment of Rs 3862
cr has been grounded so far with 540 acres of land already allotted. The total investment interest received
across all parks so far is Rs 63,177 Cr.
(b): In the Union Budget 2026-27, an announcement was made by Hon’ble Finance Minister
regarding setting up of Mega Textile Parks in challenge mode along with a focus on bringing value
addition to technical textiles.
In order to ensure early sanction and quick implementation of the Scheme, the Ministry has
initiated a process of stakeholder consultation with State Governments and other stakeholders. It has also
constituted a Joint Working Group to discuss eligibility criteria, selection process and evaluation
parameters.(c): The Government is administering the following schemes to modernize and strengthen the
handloom sector and for welfare of handloom workers across the country:
1. National Handloom Development Programme;
2. Raw Material Supply Scheme;
Under the above schemes, financial assistance is provided to eligible handloom agencies/workers
for raw materials, procurement of upgraded looms & accessories, solar lighting units, construction of
work sheds, product diversification and design innovation, technical and common infrastructure,
marketing of handloom products in domestic/overseas markets, concessional loans under weavers’
MUDRA scheme and social security etc.
In addition, Ministry is also implementing Handloom Marketing Assistance, a component of
National Handloom Development Programme to develop & promote marketing channels in national as
well as international markets so as to benefit all the stakeholders in a holistic and integrated manner.
For the upliftment of powerloom sector, PowerTex India Scheme was launched on a Pan India
basis for the period 2017-20, which was extended upto 2021. The scheme has now been subsumed under
Textile Custer Development Scheme (TCDS) and support is extended for completing ongoing projects
for meeting committed liabilities only. Further, to ensure holistic development of powerloom sector in
the country, a number of initiatives i.e. Amended Technology Upgradation Fund Scheme (ATUFS),
Group Workshed Scheme, PM Credit Scheme for Powerloom Weavers, In-situ Upgradation Fund
Scheme and Comprehensive Powerloom Cluster Development Scheme (CPCDS) have been taken by the
Government of India.
(d): Government is also implementing Rebate of State and Central Taxes and Levies (RoSCTL)
scheme for Apparel/Garments and Made-ups in order to enhance competitiveness by adopting principle
of zero-rated exports. Further, textiles products not covered under the RoSCTL scheme are covered
under Remissions of Duties and Taxes on Exported Products (RoDTEP) along with other products.
(e) & (f): As of now, there is no such proposal pending with the Ministry.
