On 02.12.2025, Lok Sabha Unstarred Question No. 457 was raised by Shri Vijay Baghel regarding the transfer of Bhilai Steel Plant (BSP) owned land to the State Government of Chhattisgarh. The questions focused on the provision of basic necessities for the densely populated labour settlements under BSP jurisdiction, the essentiality of transferring BSP owned land to the State Government for enabling access to Prime Minister's schemes, and the details of the current status of land transfer to the Municipal Corporation of Risali, Chhattisgarh Government.
Shri Bhupathiraju Srinivasa Varma, the Minister of State in the Ministry of Steel, responded that the land under BSP jurisdiction was originally acquired and handed over to the Central Government for the establishment of the Steel Plant and related activities. The Steel Authority of India Limited (SAIL) has signed Memorandums of Understanding (MoUs) with the State Government of Chhattisgarh to provide basic necessities for labour settlements under BSP jurisdiction. All necessary formalities have been completed from SAIL (BSP) towards the title transfer of BSP land to the State Government of Chhattisgarh in respect of the following land parcels:
- 290.26 acres of land located at Village Ruabandha, Maroda, Joratarai, Purena, Chhaoni and Khursipara.
- 151.46 acres of land at village Newai [Mouhari Baghicha, Station Maroda, Newai (HSCL Colony), Newai Old Basti and Newai Bhata].

Will the Minister of STEEL be pleased to state:
(a) whether the Government has taken any steps to ensure the provision of basic
necessities for living for the rapidly grown population of the densely populated labour
settlements under the Bhilai Steel Plant (BSP) jurisdiction, such as Nevai Basti,
Maroda, Tehsil and District Durg (Chhattisgarh);
(b) whether it is essential to transfer the BSP owned land in the entire settlement area
to the State Government, to enable them to avail the benefits of the Honourable Prime
Minister's ambitious schemes, such as PM Lease Distribution, PM Awas Yojana, etc.;
and
(c) if so, the details of the present status of the transfer of land of the densely populated
labour settlements such as entire settlement area Nevai Basti, Maroda, etc., to the
Municipal Corporation of Risali, Chhattisgarh Government?

(a)to(c): The land under Bhilai Steel Plant (BSP) jurisdiction was acquired and
handed over to the Central Government for the purpose of establishment of Steel Plant
and related activities. The Steel Authority of India Limited (SAIL) has signed
Memorandum of Understandings (MoUs) with the State Government of Chhattisgarh
to provide basic necessities for labour settlements under BSP jurisdiction including
Nevai Basti, Maroda. All necessary formalities have been completed from SAIL (BSP)
towards title transfer of BSP land to State Government of Chhattisgarh in respect of
the following land parcels:-
290.26 acres of land (located at Village Ruabandha, Maroda, Joratarai, Purena,
