Transparency in Fertilizers Subsidy Scheme
4646. Shri Sanatan Pandey:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the steps being taken by the Government to make the subsidy system/scheme
more transparent and effective for the benefit of the farmers;
(b) whether the Government is aware that the farmers of Uttar Pradesh are not
getting timely and full benefits of the fertilizer subsidy in Ballia Lok Sabha
Constituency, if so, the details thereof;
(c) whether complaints have been received regarding the sale of low quality and
sub-standard fertilizers at some places of the said constituency which is
adversely affecting the crop production;
(d) the funds allocated and disbursed under the fertilizer subsidy in the said
constituency since 2021 till date, year-wise;
(e) whether the Government has been conducted regular inspection and sample
testing to ensure the quality of fertilizers, if so, the details thereof; and
(f) whether the Government has taken action against the erring dealers, if so, the
details thereof?
ANSWER

(a): The Government of India has implemented Direct Benefit Transfer Mechanism in
Fertilizers to make the subsidy system/scheme more transparent and effective for the
benefit of the farmers. Under ‘DBT in Fertilizers’ system, 100% subsidy on various
fertilizer grades is released to the fertilizer companies, on actual sales to the beneficiaries
based on Aadhaar authentication through PoS devices installed at each retail shop.
(b): As informed by the State Government of Uttar Pradesh, there is no such incidence
reported. Therefore, the farmers of Uttar Pradesh in Ballia Lok Sabha constituency are
getting timely and full benefits of subsidized fertilizers.
(c): As informed by the State Government of Uttar Pradesh, there are no such
complaints reported.
(d): Under the ‘DBT in Fertilizers’ system, 100% subsidy on various fertilizer grades is
released to the fertilizer manufacturing/ importing companies, on actual sales to the
beneficiaries based on Aadhaar authentication through PoS devices installed at each
retail shop. Funds are not allocated or disbursed in a district-wise or constituency-wise
manner. The details of total funds allocated and expenditure incurred across the country
since 2021 till 16.03.2026 is as under;

(e) & (f) Yes, Sir, as per Fertilizer Control Order (FCO), 1985, the State Government is
empowered to ensure the quality of fertilizers. State Government of Uttar Pradesh
conducts regular inspection activities. Based on Inspections conducted nearly 10592
samples were drawn from all the districts of Uttar Pradesh for analysis by the notified
Government Laboratories.
