**Policy Summary: Udyam Portal Performance Following MSME Threshold Revision (April 2025)**
This report summarizes the performance of the Udyam Registration Portal (URP) and Udyam Assist Platform (UAP) following the revision of Micro, Small, and Medium Enterprise (MSME) investment and turnover thresholds on April 1, 2025. As of August 15, 2025, a total of 3,980,509 new enterprises have registered on the Udyam portal. These newly registered MSMEs have self-reported the creation of 25,190,810 jobs, along with investments totaling ₹1,18,134.48 crore and turnover of ₹8,59,317.76 crore. The registration process on URP is fully online, paperless, and based on self-declaration, with investment and turnover data fetched from the CBDT and GSTN databases, respectively. The Ministry of MSME, through its Development and Facilitation Offices (DFOs) and in coordination with State Governments, MSME Associations and other MSME stakeholders, undertakes drives for formalisation, registration and awareness across various States to facilitate registration of Enterprises and awareness of the scheme benefits.

Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) the number of new enterprises registered under the Udyam portal following the revision of
MSME investment and turnover thresholds in April 2025;
(b) the employment generated and the extent of business expansion reported among the newly
registered MSMEs under the revised eligibility norms;
(c) whether the Government has received representations regarding delays in verification,
onboarding or service delivery due to the expanded coverage of MSMEs post-threshold revision
and if so, the details thereof; and
(d) the details of disparities, if any, in registration uptake or scheme benefits across States and
sectors and the corrective measures undertaken to ensure balanced implementation?

(a) to (c): Since the adoption of the revised definition of Micro, Small And Medium
Enterprises (MSMEs) in terms of investment and turnover thresholds on 01.04.2025, a total of
39,80,509 new enterprises have registered on Udyam Registration Portal (URP) and Udyam Assist
Platform (UAP), as on 15.08.2025. The employment of 2,51,90,810 has been reported by these
Enterprises on self-declaration basis. These newly registered MSMEs have reported Rs.
1,18,134.48 crore in investment and Rs. 8,59,317.76 crore in turnover. The process of registration
on URP is fully online, paperless and based on self-declaration. There is no physical verification
for the registration and data of investment in Plant and Machinery and turnover is fetched from
databases of CBDT and GSTN respectively.
(d): To facilitate registration of Enterprises and awareness of the scheme benefits, the
Ministry of MSME, through its Development and Facilitation Offices (DFOs) and in coordination
with State Governments, MSME Associations and other MSME stakeholders, undertakes drives
for formalisation, registration and awareness across various States.
