Unavailability of Fertilizers in Chandauli
†5724: SHRI VIRENDRA SINGH:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether fertilizers like Urea and DAP are not available in sufficient quantity in
Chandauli district of Uttar Pradesh, if so, the details thereof;
(b) whether rice producing areas have a high demand of fertilizers during pre-monsoon
and Kharif seasons;
(c) if so, whether there is any national policy to prioritize the supply of fertilizers to
rice producing districts like Chandauli, district-wise, if so, the details thereof;
(d) the number of fertilizers warehouses and their storage capacity in the country;
(e) whether a lot of difficulties are being faced due to lack of storage facilities for
fertilizers in Chandauli district and it also causes delay in distribution and black
marketing, if so, the details thereof; and
(f) whether the Government is contemplating to provide fertilizers storage facilities
in Chandauli, if so, the details thereof along with the timeline thereof and if not, the
reasons therefor?
ANSWER

(a) to (c) The following steps are taken by the Government every season for ensuring
timely and adequate availability of all fertilizers across the States, including in the State of
Uttar Pradesh:(i) Before the commencement of each cropping season, Department of Agriculture and
Farmers Welfare (DA&FW), in consultation with all the State Governments,
assesses the State-wise & month-wise requirement of fertilizers.
(ii) On the basis of requirement projected by DA&FW, D/o Fertilizers allocates adequate
quantities of fertilizers to States by issuing monthly supply plan and continuously
monitors the availability.
(iii) The movement of all major subsidized fertilizers is monitored throughout the country
by an on-line web-based monitoring system called integrated Fertilizer Management
System (iFMS).
(iv) The State Governments are regularly advised to coordinate with manufacturers and
importers for streamlining the supplies through timely placement of indents.
(v) Regular coordination meetings are held with Ministry of Railways for giving sufficient
rakes, priority to fertilizers and for timely evacuation of rakes for States.
Further, the mandate of D/o Fertilizers is to ensure adequate availability of fertilizers at
State level. However, the distribution of fertilizers within the State at district level is done
by the concerned State government.
In this regard, the availability of Urea and DAP has remained adequate in the State of
Uttar Pradesh during the ongoing Rabi 2025-26 season. The information regarding
requirement, availability and sales of Urea and DAP during the period 01.10.2025 to
22.03.2026 is as under:

Moreover, as informed by the State government of Uttar Pradesh, the availability of Urea
and DAP has remained adequate in all the districts of the State including including
Chandauli. The information regarding availability, sales and closing stock of Urea and

(d) The storage arrangements and capacities in respect of fertilizers are
overseen by the respective State Governments and the fertilizer companies. However, as
per the information provided by States, a total of 1,082 warehouses are being used by
the fertilizer companies in the country and their cumulative storage capacity is 22,42,074
Metric Tons.
(e) & (f) State Government of Uttar Pradesh has informed that there is no specific
difficulty reported in Chandauli district regarding storage of fertilizers.
