Understanding of Lifelong Learning for All in Society
43. Shri Anurag Sharma:
Will the Minister of EDUCATION be pleased to state:
(a) whether the Government has launched the Understanding Lifelong Learning for All in
Society (ULLAS) - Nav Bharat Saaksharta Karyakram to promote adult literacy, digital
literacy, financial literacy and lifelong learning among persons aged 15 years and above and if
so, the details thereof;
(b) the details of funds allocated, released and utilised under the scheme since its inception,
State/UT-wise and district-wise for Uttar Pradesh;
(c) the number of learners enrolled, assessed and certified under the programme in UP
particularly in Jhansi district, year-wise;
(d) the details of measures taken to enhance participation of volunteers, educational institutions
and local bodies and to promote the use of technology for effective implementation of the
scheme in rural and urban areas; and
(e) whether the Government has undertaken any assessment of the impact of the scheme on
improving adult literacy and learning outcomes in Uttar Pradesh and if so, the details thereof?

(a) The Government of India is implementing, a Centrally Sponsored Scheme, New India
Literacy Programme (NILP) since 2022-23, popularly known as ULLAS (Understanding of
Lifelong Learning for All in Society) - Nav Bharat Saaksharta Karyakram. In pursuance to the
National Education Policy (NEP) 2020, the scheme targets non-literates aged 15 and above
based on the vision of making Bharat 'Jan Jan Saakshar'. The scheme is being implemented
through community engagement and volunteerism. It has five components, (i) Foundational
Literacy and Numeracy, (ii) Critical Life Skills, (iii) Basic Education, (iv) Vocational Skills,
and (v) Continuing Education. The scheme provides Foundational Literacy and Numeracy
(FLN) to non-literate learners, enabling them to become literate.(b) Under the ULLAS scheme, total Centre share allocated, funds released and utilized for
the scheme State/UT wise is attached at Annexure-I. The details of funds allocated, released
and utilized for the scheme district-wise for Uttar Pradesh is attached at Annexure-II.
(c) The number of learners registered, assessed and certified under the programme in Uttar
Pradesh particularly in Jhansi district, year-wise is as follows:

(d) Under ULLAS - Nav Bharat Saaksharta Karyakram, wide-ranging measures have been
undertaken to strengthen participation of volunteers, educational institutions and local bodies.
Students, teachers, retired personnel, SHGs and community members are encouraged to
register as volunteer teachers through the ULLAS Mobile App. Schools, Teacher Education
Institutions, Higher Education Institutions, School Management Committees, Panchayati Raj
Institutions and Urban Local Bodies actively support the scheme for identification and
registration of learners, awareness generation and teaching learning activities. Technology-
enabled implementation through the ULLAS Mobile App and Portal facilitates learner and
volunteer registration, digital learning, assessments, certification, real-time monitoring and
data-driven decision-making, ensuring effective outreach in both rural and urban areas. The
States/UTs employ various best practices to enhance outreach including awareness drives and
camps, convergence with line departments, CSR participation, etc.
(e) An evaluation study has been conducted in 2025 by the DMEO, NITI Aayog on Centrally
Sponsored Schemes in Education Sector including ULLAS- Nav Bharat SaakshartaKaryakram. NIEPA (National Institute of Educational Planning and Administration) has also
conducted a mid-term evaluation of ULLAS in 2025 for the country.
