GOVERNMENT OF INDIA MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES RAJYA SABHA UNSTARRED QUESTION No. 1072 TO BE ANSWERED ON 09.02.2026 UNITS HELD BY SC WOMEN UNDER PMEGP IN MP 1072. SHRI ASHOK SINGH: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the success rate of units set up by SC women under the Prime Minister’s Employment Generation Programme (PMEGP) in the State of Madhya Pradesh (beyond just loan sanction, focusing on three-year survival rate); (b) whether Government is considering a dedicated “Venture Capital Fund” under the Self Reliant India (SRI) Fund specifically for scaling up SC-led startups in Tier-2 cities like Indore and Jabalpur; and (c) the details of Entrepreneurship Skill Development Programmes (ESDP) conducted exclusively for SC youth in the emerging sectors of Drone manufacturing and EV components? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE) (a): Under Prime Minister’s Employment Generation Programme (PMEGP), during FY 2020-21 to FY 2025-26 (up to 04.02.2026), 698 micro enterprises belonging to SC women in Madhya Pradesh have been assisted with Margin Money (MM) subsidy of Rs. 17.31 crore and sanctioned loans amounting to Rs. 52.17 crore. (b): Self Reliant India (SRI) Fund with a corpus of Rs. 10,000 crore as Mother Fund, employs a 'Fund-of-Fund' investment strategy wherein the Fund invests in SEBI registered, Category I and Category II Alternative Investment Funds (Daughter Funds), which in turn invest in MSMEs including SC led MSMEs. Under SEBI regulations, Daughter Funds assess the viability of investments as equity support to be made in MSMEs and decide where and in which companies they will invest and as per mandate the funds available under this scheme is for the growth companies and not for start-up companies.: 2 : (c): The Ministry of Skill Development and Entrepreneurship (MSDE) through its autonomous organizations, namely National Institute for Entrepreneurship and Small Business Development (NIESBUD) and Indian Institute of Entrepreneurship (IIE) has taken various initiatives to promote entrepreneurship development amongst all sections of the society across the country. MSDE, through NIESBUD, conducted an Advanced Entrepreneurship Skill Development Programmes (ESDP) on Drone Technology from 19 March 2024 to 23 March 2024 in Tamil Nadu, Chennai wherein 20 candidates participated in the programme, out of which 2 were from Scheduled Castes (SC) category. Furthermore, NIESBUD also conducted three Advanced ESDP on Electric Vehicles (EV) and Solar Energy during FY 2023–24 to 2025–26 at NIESBUD, NOIDA and at the Indian Institute of Technology Kanpur Noida Outreach Centre wherein 20 candidates participated in the programme, out of which 9 were from SC category. Furthermore, Ministry of Micro, Small and Medium Enterprises (MSME) is implementing Entrepreneurship Skill Development Programmes (ESDP) throughout the country with the objective to promote new enterprises, build capacity of existing MSMEs, inculcate entrepreneurial culture and motivate youth representing different sections of the society to consider self employment or entrepreneurship as one of the career options. *******
