GOVERNMENT OF INDIA MINISTRY OF TEXTILES RAJYA SABHA UNSTARRED QUESTION NO-953 ANSWERED ON- 06/02/2026 UNITS PROPOSED AND OPERATIONAL UNDER PLI SCHEME FOR TEXTILES IN ANDHRA PRADESH 953. SHRI SANA SATHISH BABU: Will the Minister of TEXTILES be pleased to state: (a) the details of units proposed and operational under the PLI Scheme for Textiles, particularly in Andhra Pradesh, covering Man-Made Fibre (MMF) Apparel, MMF Fabrics and Technical Textiles, State-wise; (b) the number of approved units located in Aspirational Districts, Tier-3/Tier-4 towns and rural areas in Andhra Pradesh; (c) the employment generated under the scheme, State-wise including Andhra Pradesh; (d) the number of units that have availed incentives based on incremental sales; and (e) whether Government proposes to expand the scope of the PLI Scheme for Textiles? ANSWER THE MINISTER OF STATE FOR TEXTILES (SHRI PABITRA MARGHERITA) (a) & (b): Government of India is implementing the Production Linked Incentive (PLI) Scheme for Textiles on Pan-India basis. As on date, 91 companies have been selected with 113 proposed manufacturing units under the Scheme, of which 58 have started operations. In the State of Andhra Pradesh, a total of 06 companies have been selected, out of which 02 are operational. Of these 06 units, 04 are located in Aspirational Districts, and rest 02 are in Tier-3 towns. (c): State-wise data of employment generated under the scheme is as follows: State Total Employment (No.s) Andhra Pradesh 2,844 Bihar 741 Dadar and Nagar Haveli 822 Goa 528 Gujarat 4,047 Haryana 6 Himachal Pradesh 10 Karnataka 5,501 Madhya Pradesh 7,239 Maharashtra 2,418 Punjab 20 Rajasthan 801 Tamil Nadu 6,100 Telangana 206 Grand Total 31,283(d): The PLI Participant companies become eligible to apply for incentives based on incremental sales only after the completion of FY 2025-26, with claims to be submitted in FY 2026-27. (e): The PLI Scheme for Textiles has been made more attractive for investors through recent amendments in October 2025, wherein minimum investment limit has been reduced by 50%, incremental turnover criteria lowered from 25% to 10% from the second year, product basket has been expanded by inclusion of 17 new products of MMF apparel, & fabrics, as well as condition of setting up a new company for availing the benefit of the Scheme has been removed. These amendments are designed to stimulate investments across the entire MMF value chain and enhance production of MMF Apparels, Fabrics and Technical Textile products. ****
