UNRELEASED FUNDS UNDER PM AWAS YOJANA (GRAMIN)
930 Shri Derek O' Brien:
Will the Minister of Rural Development be pleased to state:
(a) the year-wise details of funds due, funds released and funds pending release to the State
of West Bengal under Pradhan Mantri Awas Yojana Gramin (PMAY-G) during the last
five years;
(b) the dates of sanction/release, the reasons recorded for delaying any instalments and the
present status of release of pending amounts; and
(c) whether responsibility has been fixed for the delay in release of funds and the action
taken against officials responsible, if any?

(a) to (c): The Ministry of Rural Development is implementing the Pradhan Mantri Awaas
Yojana- Gramin (PMAY-G) w.e.f. 1st April 2016 to provide assistance to eligible rural
households for the construction of Pucca houses with basic amenities to achieve the objective of
"Housing For All" in rural areas. Under the PMAY-G, the initial target was to provide assistance
for the construction of 2.95 crore houses during FY 2016-17 to 2023-24. The Government of
India has approved the implementation of the scheme during FY 2024-25 to 2028-29 to provide
assistance for the construction of 2 crore additional houses.
Under the PMAY-G, the Ministry releases Central Share of funds directly to the
State/Union Territories (UTs) by considering them as a single unit. Further, disbursal of funds as
progress-linked installments of assistance to beneficiaries is responsibility of the State
Government. On the basis of proposals received from States/UTs, the Central Assistance is
released to States as per the balance targets, committed liabilities, unspent balance available and
their compliance to guidelines of the Scheme and directions received from Ministry of Finance,
Government of India from time to time.
The Ministry has released ₹9,498.38 crore as Central Share of funds to the State of West
Bengal during last five years and the State has utilised ₹16,680.02 crore (including State
Matching Share) for implementing the scheme during the said period, as per information
available on AwaasSoft Management Information System (MIS) of the PMAY-G. The Financial
year wise detail of Central Share released by the Ministry and funds utilised (including State
Matching Share) by the State during each of the last five FYs 2020-21 to 2024-25, is given as
under:

Note: Utilisation of funds in a FY includes release of funds received in previous years and
utilised during the FY.
Under the PMAY-G, cumulative target of 45.69 lakh houses has been allocated to the
State Government of West Bengal against which the State has given sanctions to 45.69 lakh
houses, released first installment of assistance to 34.66 lakh beneficiaries, second installment of
assistance to 34.30 lakh beneficiaries and 34.20 lakh houses are completed, as of 03.02.2026.
The Ministry has already released ₹25,798 crore as Central share since 2016-17 till 2021-
22 to the State of West Bengal for implementation of the PMAY-G. However, post allocation of
target to the State from the finalized Awaas+ 2018 survey lists in November, 2022, complaints
regarding irregularities in implementation of PMAY-G were received. These complaints were
verified through National Level Monitoring (NLM) Teams and Senior Officers Teams. No
Central share of funds have been released to the State of West Bengal under the PMAY-G, with
the approval of the competent authority in the Ministry, during FY 2022-23 to 2025-26 (till date)
for targets of FY 2022-23 from the finalized Awaas+ 2018 survey lists due to non-submission of
satisfactory Action Taken Reports (ATR) on the observations of the NLM teams and Senior
Officers’ Teams of the Ministry of Rural Development.
